PNL specializes in world-class construction and upgrade services for Oil and Gas facilities in the Nigerian market, both onshore and offshore.

We are recruiting to fill the position below:

Job Description:

  • Examine tender documentation, including operational provisions, technical specifications, and commercial requirements.
  • Liaise with suppliers, partners, and all internal departments involved in the tendering process to define respective deliverables.
  • Define and propose technical solutions, methodologies, execution strategies, and draft work schedules.
  • Perform cost calculations and prepare project budgets.
  • Prepare and submit technical and commercial proposals in accordance with client requirements and company guidelines.
  • Liaise with clients and attend meetings throughout the entire bid cycle.
  • Produce reports and maintain complete records throughout the bidding process to ensure approval, traceability, and efficient handover to project teams.
  • Participate in business development activities as needed, including social media marketing and attendance at conferences or trade shows.
  • Manage relationships with customers during tender clarification stages.
  • Manage tender strategies to meet customer requirements.
  • Prepare, issue, and follow up on tenders, pricing/cost spreadsheets, and clarifications, including documentation management and filing/archiving.
  • Ensure proper distribution and collection of documents during the preparation, review, and negotiation of tenders.
  • Ensure a peer review is properly carried out for each tender.
  • Liaise with the Technical, Contract, and Procurement departments for advice on:
    • Method statements and technical solutions
    • Services/subcontractors’ selection and management until final agreement
  • Liaise with the Planning & Risk Manager regarding tender risks.

Requirements:

  • A degree in Mechanical Engineering or a related field.
  • Minimum of 5 years of experience in a similar role as a Tender, Bid, or Proposal Engineer within an Oil & Gas EPC company.
  • Excellent communication skills and fluency in English.
