Job Description:
We are seeking a highly accomplished, visionary, and technically distinguished Director of Information & Communication Technology (ICT) to serve as the chief technological architect of our institution in Jalingo. As a senior administrative leader, the Director of ICT is responsible for the strategic planning, development, deployment, and security of the university's entire digital infrastructure. This role demands a seasoned technology executive who will drive digital transformation across academic, research, and administrative frameworks, ensuring the institution remains at the cutting edge of global technological advancements.
Requirements:
Strategic IT Leadership & Digital Transformation
Technological Vision: Formulate and execute a comprehensive ICT master plan that aligns the university's technological infrastructure with its core academic, research, and administrative goals.
Infrastructure Architecture: Oversee the design, installation, optimization, and maintenance of the institution's campus-wide networks, data centers, fiber-optic backbones, and cloud infrastructures.
Digital Learning Integration: Partner with academic faculties to deploy, manage, and scale modern Learning Management Systems (LMS), digital libraries, e-learning architectures, and smart classroom technologies.
Enterprise Systems & Operational Oversight
University ERP Management: Lead the implementation and continuous optimization of integrated University Management Information Systems (UMIS) covering student portals, admissions, transcript processing, human resources, and bursary modules.
Cybersecurity & Data Governance: Architect and enforce rigorous institutional data privacy policies, disaster recovery protocols, and cybersecurity frameworks to safeguard sensitive institutional and student records.
Budgetary Control: Formulate and manage the annual ICT capital and recurrent budgets, ensuring cost-effective procurement of high-grade hardware, enterprise software licensing, and technical services.
Team Leadership & Stakeholder Management
Departmental Direction: Lead, mentor, and evaluate a multidisciplinary team of network engineers, software developers, system administrators, and IT support specialists.
Vendor & Service Management: Negotiate and manage high-value contracts with telecommunication providers, software vendors, and hardware manufacturers to guarantee maximum bandwidth, uptime, and service-level agreement (SLA) compliance
Qualifications and Skills:
Education & Academic Credentials
Minimum Requirement: Possession of a Master’s Degree in Computer Science, Information Technology, Software Engineering, Computer Engineering, or a strictly related quantitative computing discipline from a recognized university.
Added Advantage: A Doctor of Philosophy (Ph.D.) in a relevant computing or information systems discipline is highly desirable and will be given significant weight during selection.
Professional Certifications: Active senior-level professional certifications (e.g., ITIL, PMP, CISM, CISSP, CCIE, or equivalent) are highly advantageous.
Experience & Competencies
Track Record: Minimum of ten (10) years of verifiable, practical experience in IT enterprise management, complex network engineering, or large-scale systems deployment.
Leadership Depth: Proven experience leading a major IT department, ideally within a university bursary/system, corporate enterprise, or a large public sector organization.
Systems Fluency: Deep technical comprehension of server administration, database architectures, enterprise resource planning (ERP) software, and broadband network engineering.
Character & Communication: Unblemished professional integrity, high strategic capability, and the ability to articulate complex technical ideas clearly to non-technical university stakeholders, including the Vice-Chancellor and Governing Council.
