Job Description:

We are seeking a high-velocity and structurally elite Procurement Officer to anchor the sourcing engine of our Port Harcourt-based upstream operations. In a specialized oil and gas landscape where institutional momentum is dictated by the speed of the lead time and the precision of the technical specification success is defined by "Upstream Sovereignty", the ability to harmonize complex supplier engagement with the clinical precision required for Contract Negotiation, Market Intelligence, and Inventory Integrity. This role is designed for a "Sourcing Architect", specifically a professional with at least 3 years of experience who can blend "Commercial Grit" (securing optimal pricing and favorable terms) with the "Technical Agility" required to collaborate with Engineering and Project teams to forecast critical material requirements.

Requirements:

1. Orchestration & Sourcing Governance

• Supplier Sovereignty: Identify and engage elite suppliers with millimetric focus, acting as the primary "Source of Quality Assurance."

• Contract Architecture: Negotiate pricing and commercial terms to secure optimal value, providing the "Structural Foundation" for fiscal efficiency.

• Integrity Stewardship: Ensure 100% compliance with internal policies and HSE standards, ensuring the "Source of Regulatory Standing" is elite and uncompromised.

2. Tactical Resilience & Supply Logic

• Relationship Sovereignty: Build and maintain high-fidelity supplier relationships, acting as the primary "Source of Consistent Supply."

• Risk Architecture: Identify and mitigate supply chain disruptions through contingency planning, providing the "Functional Foundation" for operational resilience.

• Cost Stewardship: Implement cost-saving initiatives and conduct market research, maintaining the "Source of Competitive Advantage."

3. Operational Integrity & Collaboration Power

• Forecast Sovereignty: Collaborate with Engineering and Operations teams to anticipate needs, acting as the primary "Source of Sourcing Strategy."

• Inventory Architecture: Work with Warehouse teams to maintain optimal stock levels, providing the "Relational Foundation" to prevent stockouts or overstocking.

• Velocity Logic: Utilize 3+ years of upstream procurement expertise to accelerate the "Requisition-to-Delivery" cycle, maximizing the "Source of Operational Throughput."

Qualifications and Skills:

Professional Profile

• Education: Bachelor’s degree in Business Administration, Supply Chain Management, or a related field.

• Experience: Minimum of 3 years in procurement, with a strong preference for Upstream Oil & Gas.

• Technical Power: Mastery of ERP/Procurement systems (Oracle) and contract negotiation.

• Advantage: Professional certification such as CIPS is a distinct benefit.
