Job Description:

We are seeking a high-integrity and dual-competency Site Internal Control Officer to anchor our project oversight at Mshel Block and Machinery. In the construction and industrial manufacturing sector, success is defined by "Operational Transparency", the ability to verify that physical site progress perfectly matches financial disbursements. This role is designed for a "Governance Architect" with at least 5 years of construction experience and 3 years of accounting expertise who can blend "Technical Site Inspection" with "Forensic Financial Monitoring."

Your mission is to ensure "Zero-Leakage Project Execution and Absolute Quality Compliance." You will be the primary guardian of project assets: responsible for auditing workmanship, validating material usage, and identifying fraud risks before they impact the bottom line. If you possess "Exceptional Critical-Thinking Skills," a deep understanding of Building Codes, and the ability to implement Automated Control Systems, we want you to drive our organizational integrity.

Requirements:

1. Technical Site Governance & Quality Audit

  • Physical Verification: Conduct rigorous site visits to monitor construction progress against plans, specifications, and statutory building codes.

  • Workmanship Oversight: Review construction methods, materials, and subcontractor performance to ensure "Absolute Adherence" to quality requirements.

  • Non-Conformance Management: Identify and document deficiencies or technical irregularities, collaborating with project teams to engineer immediate corrective actions.

  • Safety Stewardship: Ensure a "Zero-Harm" environment by enforcing strict adherence to all health and safety protocols and site-specific regulations.

2. Fiscal Integrity & Cost Control

  • Forensic Financial Monitoring: Review project financial records, invoices, and cost reports to ensure every naira spent is accounted for by physical site milestones.

  • Discrepancy Detection: Identify and address irregularities in financial data, acting as the primary line of defense against cost overruns and ghost expenses.

  • Fraud Prevention: Proactively identify potential fraud risks and develop robust preventive mechanisms and "Automated Control Systems" to safeguard company assets.

  • Audit Documentation: Maintain high-fidelity logs, audit findings, and recommendation reports for executive management review.

3. Internal Audit & Process Engineering

  • Program Development: Assist in the design and review of internal audit programs tailored specifically for construction and machinery operations.

  • Control Environment: Collaborate with the accounting and project teams to foster a culture of accountability and strong internal controls.

  • Breach Investigation: Lead investigations into control breaches, proposing structural corrective actions to prevent recurrence.

  • Stakeholder Diplomacy: Communicate findings effectively to Project Managers and Site Officers, ensuring a "Closed-Loop" feedback system for all recommendations.

Qualifications and Skills:

Professional Profile

  • Technical Experience: Minimum of 5 years of experience in construction, engineering, or a related field.

  • Financial Experience: Minimum of 3 years of experience in accounting or financial management (Construction industry experience is highly preferred).

  • Software Mastery: Proficiency in financial software, advanced spreadsheet applications (Excel), and automated control systems.
