Job Description:

Are you a people-focused professional passionate about driving organizational success in the humanitarian sector? We are seeking a dedicated Human Resource Officer to manage all HR functions for the RESILAC*2 project.

In this critical role, you will be the backbone of our project operations at the state level. You will not only manage the administrative lifecycle of our staff from recruitment to separation but you will also be a champion for organizational culture, safeguarding, and professional development. Requirements:

Talent Acquisition & Onboarding

  • End-to-End Recruitment: Lead the recruitment lifecycle, including advertising, screening, organizing interviews, and conducting thorough reference checks.

  • Onboarding: Prepare employment contracts and offer letters, and facilitate comprehensive orientation sessions to ensure new hires feel welcomed and prepared.

HR Operations & Compliance

  • Record Management: Maintain accurate, up-to-date personnel files and a robust staff database.

  • Benefits & Admin: Manage staff attendance, leave records, health insurance, pension registration, and statutory deductions.

  • Legal Compliance: Ensure all project operations align with Nigerian labor laws, organizational HR policies, and donor (ACF/CARE) standards.

  • Reporting: Prepare detailed monthly HR reports covering staffing levels, turnover, leave metrics, and other key HR data.

Performance & Development

  • Performance Management: Coordinate the appraisal process, providing guidance to both staff and supervisors to ensure fair and constructive feedback.

  • Capacity Building: Facilitate learning and development initiatives, including training calendars and individual professional development plans.

Safeguarding & Culture

  • Duty of Care: Provide support to staff regarding HR policies, grievance procedures, and welfare issues with high integrity and confidentiality.

  • Safeguarding Leadership: Lead safeguarding HR functions, including Code of Conduct orientation and SEAH (Sexual Exploitation, Abuse, and Harassment) prevention measures.

  • Culture Building: Actively support initiatives that promote inclusion, staff wellness, and a respectful, collaborative work environment.

Qualifications and Skills:

  • Education: Bachelor’s Degree in Human Resource Management, Business Administration, Social Sciences, or a related field.

    • Advantage: Professional certification (CIPM, SHRM, or equivalent).

  • Experience: Minimum of 3 years of HR management experience, ideally within an NGO or international development organization.

  • Technical Knowledge:

    • Sound knowledge of Nigerian labor law and employment regulations.

    • Experience with project-based HR systems and field-level operations.

    • Proficiency in Microsoft Office Suite and HR Information Systems (HRIS).

  • Core Competencies:

    • Safeguarding Focus: Proven experience with safeguarding policies and SEAH prevention.

    • Interpersonal Skills: Exceptional conflict resolution, communication, and staff-centered problem-solving abilities.

    • Integrity: A high level of confidentiality and professionalism in handling sensitive matters.

    • Language: Fluency in English; knowledge of Hausa is considered a significant asset.
