Job Description:
Pacific International Lines (PIL) is seeking a visionary and results-oriented National Operations Manager to lead our maritime and landside operations in Nigeria. This is a high-impact leadership role responsible for the end-to-end efficiency of our vessel schedules, container lifecycle, and inland logistics network. You will serve as the primary architect of our operational strategy, managing relationships with global headquarters, terminal operators, and Nigerian regulatory bodies (NPA, NIMASA, NSC). We are looking for a "cost-owner" who can drive schedule reliability and operational deflation while maintaining world-class standards of safety and service.
Requirements:
1. Vessel (Marine) Operations & Port Productivity
Schedule Reliability: Own and drive the reliability and productivity of PIL vessels at all Nigerian ports of call.
Operational Optimization: Coordinate daily with regional headquarters and terminals to minimize port stay times and optimize vessel contingencies.
Contract Governance: Enforce strict contract compliance and performance management across all terminal service providers.
Process Evolution: Benchmark operations processes against global best practices to drive down operational costs through continuous improvement.
2. Equipment (Container) Management & Flow Strategy
Asset Visibility: Maintain 100% visibility of all PIL containers within the Nigerian territory.
Flow Optimization: Build equipment flow strategies based on rigorous import/export analysis to reduce container dwell and turn times.
Inventory Control: Proactively manage laden long-stay containers and execute empty repositioning plans that deliver a consistently deflationary cost profile.
Vendor Stewardship: Build collaborative, high-performance relationships with depots and 3rd-party suppliers to ensure a reliable equipment supply.
3. Intermodal Logistics & Depot Management
Inland Strategy: Build strategic partnerships with Inland Container Depots (ICDs) to optimize storage costs and operational throughput.
Intermodal Execution: Oversee barge, rail, and trucking vendors to ensure smooth end-to-end equipment flow between depots and ports.
Service Level Governance: Establish and monitor Service Level Agreements (SLAs) and KPIs for all inland transport and depot providers.
Innovative Logistics: Develop models for triangulation and depot optimization to minimize "empty miles" and operational waste.
Qualifications and Skills:
Experience & Education
Industry Tenure: Minimum of 10 years of proven experience in Vessel (Marine) operations, Equipment, and Logistics management (Nigeria-specific experience is highly preferred).
Academic Background: B.Sc. or HND in any discipline; an MBA is considered a significant advantage.
Global Exposure: International experience with the application of global maritime best practices is a plus.
Leadership & Technical Skills
Stakeholder Mastery: Excellent negotiation and conflict management skills, specifically with Nigerian regulatory authorities.
Decision Making: A confident decision-maker with the ability to lead, groom, and grow a multi-competent team.
