Job Description:

Ritman University is seeking a distinguished financial leader to serve as a high-level Accountant within the University’s Bursary department. This role demands an expert in public sector and academic accounting with over 15 years of experience. You will oversee institutional financial reporting, manage the University's payroll and treasury functions, and ensure absolute compliance with the Nigerian University System (NUS) financial regulations. The ideal candidate is a chartered professional with a deep understanding of fund accounting, budgetary control, and statutory auditing.

Requirements:

1. Institutional Financial Governance

• Financial Reporting: Lead the preparation of comprehensive annual financial statements, ensuring they meet the standards of the Nigerian University System and International Public Sector Accounting Standards (IPSAS).

• Budgetary Control: Coordinate the University’s annual budget preparation, monitoring expenditure against approvals to ensure institutional financial stability.

• Internal Controls: Implement and maintain robust accounting systems and controls to prevent financial leakage and ensure the integrity of the university's assets.

2. Treasury & Fund Management

• Cash Flow Management: Oversee the University’s treasury functions, including the management of student fees, research grants, and government/endowment funds.

• Payroll Administration: Ensure the accurate and timely processing of staff salaries, pensions, and other statutory deductions (PAYE, NHF, etc.).

• Audit Liaison: Serve as the primary point of contact for external and internal auditors, facilitating smooth year-end audits and ensuring all observations are addressed.

3. Strategic Leadership & Compliance

• Regulatory Compliance: Ensure 100% adherence to all Nigerian tax laws and University financial regulations.

• Team Leadership: Mentor and supervise junior accounting staff, fostering a culture of professionalism and ethical financial practice.

• Asset Management: Maintain a comprehensive and accurate register of all University fixed assets and capital investments.

Qualifications and Skills:

Academic & Professional

• Education: Bachelor’s degree in Accounting (Minimum of Second-Class Lower Division) from a recognized institution.

• Professional Certification: Mandatory active membership in any of the following: ICAN, ANAN, ICPA, CIPFA, CICMA, ACCA, or ICAEW.

• Experience: A minimum of fifteen (15) years post-qualification cognate experience, preferably within a higher education or public sector environment.

General Criteria

• Age: Applicants must be between 18 and 50 years of age.

• NYSC: Must possess a valid NYSC Discharge or Exemption Certificate.

• Character: Impeccable ethics, personal integrity, and the capacity to handle sensitive institutional financial data with discretion.
