Job Description:
We are seeking a highly distinguished, ethically upright, and financially astute Bursar to serve as the Chief Financial Officer of our institution in Jalingo. As a Principal Officer, the Bursar is responsible to the Vice-Chancellor and the Governing Council for the day-to-day financial administration of the university. This role demands a seasoned financial leader who will oversee budget planning, treasury management, financial reporting, and the strategic mobilization of resources while enforcing absolute compliance with public sector accounting standards.
Requirements:
Strategic Financial Management & Treasury
Chief Financial Advisory: Serve as the chief adviser to the Vice-Chancellor and Governing Council on all financial matters, resource allocation, and long-term fiscal strategies.
Treasury & Cash Flow: Oversee the university’s bank accounts, investment portfolios, and cash flow operations, ensuring optimal liquidity and capital preservation.
Asset & Fund Management: Manage the institution's recurrent and capital expenditure budgets, endowment funds, research grants, and internally generated revenue (IGR).
Budgeting, Reporting & Compliance
Budget Architecture: Lead the preparation, consolidation, and defense of the university's annual operating budgets in alignment with strategic development plans.
Financial Reporting: Prepare consolidated, audit-ready statutory financial statements and reports in strict compliance with International Public Sector Accounting Standards (IPSAS).
Audit & Internal Controls: Coordinate both internal and external audit exercises, implement robust financial internal control mechanisms, and completely eliminate fiscal leakages.
Regulatory Engagement & Administration
Statutory Compliance: Enforce compliance with the National Universities Commission (NUC) financial benchmarks, Federal/State tax laws, and university financial regulations.
Payroll & Pensions: Oversee the flawless processing of staff payroll, statutory deductions, pensions, and third-party financial obligations.
Departmental Leadership: Provide strategic direction, mentorship, and performance oversight to all professional staff within the University Bursary.
Qualifications and Skills:
Education & Professional Licensing
Academic Credentials: Possession of a good Honours Degree (BSc) or higher in Accounting, Finance, Economics, or a closely related quantitative discipline from a recognized university.
Professional Certification: Mandatory current membership and valid licensing from a recognized professional accounting body, such as:
Institute of Chartered Accountants of Nigeria (ICAN)
Association of National Accountants of Nigeria (ANAN)
Association of Chartered Certified Accountants (ACCA)
