Job Description:

Java Design Concept Ltd is seeking a high-caliber Senior Health & Safety Officer to serve as the strategic guardian of our construction operations. In the design and construction sector, safety is not merely a department—it is a core operational value. This role is designed for a "Safety Architect"—someone with 5 years of proven experience and professional certifications (NEBOSH/IOSH) who can move beyond simple inspections to build a proactive "Zero-Harm" culture.

Your mission is to ensure that every project site operates at the highest international and statutory safety standards. You will be responsible for the entire HSE lifecycle—from high-level policy engineering and risk forensic investigations to leading high-impact toolbox talks. If you possess the leadership grit to enforce compliance among diverse contractors and the technical depth to navigate ISO 45001 standards, we want you to lead our HSE function.

Requirements:

1. Policy Engineering & Risk Forensics

• HSE Architecture: Develop, implement, and monitor comprehensive Health, Safety, and Environmental policies tailored to complex construction and design projects.

• Risk Assessment: Conduct rigorous, site-specific risk assessments (HIRA) to identify latent hazards and implement preventative engineering controls.

• Incident Investigation: Lead forensic-level investigations into near-misses or accidents, producing detailed reports that drive root-cause analysis and corrective actions.

2. Compliance Governance & Regulatory Liaison

• Statutory Stewardship: Monitor and enforce 100% compliance with Nigerian safety laws, OSHA standards, and ISO 45001/14001 international frameworks.

• External Relations: Act as the primary liaison between Java Design Concept Ltd and regulatory bodies, ensuring all permits and safety certifications are up to date.

• Contractor Oversight: Audit and monitor the safety performance of third-party contractors to ensure they align with the company's internal HSE standards.

3. Safety Culture & Technical Training

• Leadership & Mentorship: Lead high-impact safety inductions, specialized HSE training sessions, and daily "Toolbox Talks" for both staff and site laborers.

• Behavior-Based Safety: Drive initiatives that go beyond hardware; focus on building a culture where safety is a shared responsibility across all engineering and design levels.

• Emergency Preparedness: Design and drill site-specific emergency response plans to ensure rapid mobilization in the event of an incident.

Qualifications and Skills:

Professional Profile

• Education: B.Sc./HND in Occupational Health & Safety, Engineering, or Environmental Science.

• Experience: Minimum of 5 years of active experience in an HSE leadership role within the Construction Industry.

• Certifications (Mandatory): Relevant professional certifications such as NEBOSH (IGC), IOSH, or ISPON.

Core Competencies

• In-Depth Knowledge: Strong familiarity with Nigerian safety regulations and international standards (ISO 45001, OSHA).

• Communication Mastery: Ability to present complex safety data to management while effectively training field-level staff.

• Problem-Solving: Strong analytical skills to identify systemic safety gaps and engineer practical solutions on-site.
