Job Description:
The BRIDGE Project represents a high-stakes, 8-month intervention (ending March 2026) targeting the volatile climate-conflict nexus in Plateau and Benue States. The evaluation must move beyond traditional "box-ticking" to capture behavioral shifts in farmer-pastoralist relations and the effectiveness of Community-Based Early Warning Systems (CBEWS).
Core Data Context: The Middle Belt Nexus
To ensure the consultant addresses the "human condition" as per CRADI’s mission, they must account for the following regional pressures:
Climate Drivers: In the Middle Belt, nearly 70-80% of the population relies on climate-sensitive agriculture.
Conflict Intensity: In specific LGAs like Bokkos, displacement rates have historically spiked during the transition from the rainy to the dry season, making the March-April 2026 evaluation window critical for capturing real-time "shocks."
Vulnerability Gaps: Nationally, women constitute about 60-70% of the agricultural workforce in some rural areas but have significantly lower access (often less than 20%) to land ownership or formal climate-warning information.
Requirements:
1. Outcome Harvesting (OH)
Unlike standard surveys, OH is vital here because "resilience" is often intangible. The consultant must:
Identify: What behavioral changes occurred in the "hotspot" of Yelwan Zangam?
Verify: Did the BRIDGE intervention actually contribute to this change, or were there external factors?
2. The Listenership Survey
With media partners involved, the consultant must provide concrete metrics on:
Reach: Estimated number of listeners in Bokkos IDP camps.
Trust Score: On a scale of 1–10, how much do pastoralists trust the NiMET-derived info shared via local radio?
3. Inclusion Benchmarks
The consultant must adhere to strict demographic quotas:
Women: $\ge 50\%$ participation.
PWDs: $\ge 10\%$ participation.
Youth: Proportional representation.
Qualifications and Skills:
Technical Proposal (10 pages): Must include a sampling framework for the 15+ priority communities named (e.g., Daffo, Mbaya, Hwol Zangam).
Financial Proposal: Breakdown of KoboToolbox licensing, per diems, and transport for the difficult terrain in Benue/Plateau.
Evidence of Competence: A sample "Outcome Description" from a previous climate or conflict project.
