Job Description:

PSI Nigeria is seeking a visionary Program Operations Lead to serve as a cornerstone of our Senior Management Team. This is an elite leadership role (10–18 years experience) designed for an "Operational Architect"—a leader who can translate complex national health strategies into high-impact, scalable realities.

Based in Abuja, you will be the engine of PSI/N’s implementation excellence, overseeing a diverse health portfolio spanning RMNCH, Malaria, Immunization, and Digital Health. Your mission is to bridge the gap between donor aspirations and community-level impact, ensuring $\ge90\%$ on-time milestone delivery and total fiscal stewardship. Requirements:

1. Strategic Leadership & Enterprise Governance

  • SMT Contribution: Shape the organizational direction, growth strategies, and performance culture of PSI/N.

  • Operational Translation: Convert high-level country strategies into executable annual plans with rigorous KPIs, deliverables, and budget alignment.

  • Risk & Resilience: Lead enterprise-wide risk management, proactively mitigating operational, financial, and compliance risks across all projects.

2. Program Implementation & Delivery Excellence

  • Portfolio Oversight: Provide end-to-end strategic oversight for PSI/N’s health portfolio, ensuring alignment between staffing, systems, and donor objectives.

  • Execution Rigor: Maintain $\ge90\%$ on-time delivery of project milestones while managing budget variance within strictly approved thresholds.

  • Adaptive Management: Lead structured performance reviews and quality assurance frameworks to ensure supportive supervision and continuous improvement.

3. Systems Optimization & Financial Stewardship

  • Operational Integration: Strengthen and integrate systems across procurement, supply chain, field operations, and sub-award management.

  • Resource Velocity: Monitor burn rates and resource utilization, ensuring high cost-efficiency and "Value-for-Money" across the portfolio.

  • Zero-Failure Compliance: Maintain a "Zero Major Audit Finding" record, ensuring full adherence to donor regulations (USAID, BMGF, Global Fund) and national statutes.

4. Advocacy, Partnerships & People Leadership

  • External Diplomacy: Represent PSI/N in high-level reviews with Federal/State Ministries of Health and major development partners.

  • Resource Mobilization: Support the Country Representative in fundraising, proposal development, and cultivating strategic alliances.

  • Talent Engineering: Build a high-performing leadership pipeline, mentoring senior staff to foster a culture of innovation and radical accountability.

Qualifications and Skills:

Professional Requirements

  • Experience: 10–18 years of progressive leadership in program operations, with at least 5 years in Senior Management.

  • Education: Master’s Degree (MBA/MSc/MA) in Public Health, Business Administration, or International Development.

  • Domain Expertise: Profound understanding of Nigeria’s health system and the requirements of major donors (Global Fund, Gates Foundation, UNICEF, etc.).
