Job Description:

We are seeking a technically proficient and commercially astute Procurement Engineer to lead end-to-end supply chain activities for our oil and gas projects. This role is designed for an engineer who understands the lifecycle of industrial equipment from initial engineering specifications to international sourcing and final site delivery. You will ensure that every item procured meets stringent API, ASME, and ISO standards while optimizing costs and delivery timelines.

The ideal candidate possesses a deep understanding of the global vendor landscape and the technical discipline required to manage complex RFQ processes for high-stakes energy infrastructure.

Requirements:

Procurement Execution & Strategy

  • End-to-End Sourcing: Execute the procurement of materials, equipment, and services in alignment with project requirements and approved strategies.

  • RFQ Management: Prepare and issue comprehensive Requests for Quotations (RFQs) to pre-qualified vendors and drive timely, high-quality responses.

  • Bid Analysis: Conduct rigorous technical and commercial evaluations of vendor quotations to support data-driven selection.

  • PO Administration: Develop and process purchase requisitions and purchase orders within internal governance frameworks.

Technical Compliance & International Documentation

  • Technical Validation: Review vendor submissions against project drawings, datasheets, and industry standards (API, ASME, ISO) to ensure 100% compliance.

  • Engineering Liaison: Act as the technical bridge between vendors and the internal Engineering/Project teams to resolve queries and clarifications.

  • Records Management: Maintain meticulous documentation, including technical evaluation records and material datasheets.

Vendor Management & Logistics

  • Interface Leadership: Serve as the primary point of contact for vendors regarding pricing, lead times, and technical requirements.

  • Performance Monitoring: Proactively track supplier performance, addressing quality or delivery issues before they impact the project schedule.

  • Expediting & Logistics: Coordinate with site teams and logistics providers to ensure the timely arrival of materials, supporting inspection and receipt processes.

Governance & Reporting

  • Reporting: Maintain real-time procurement logs, bid trackers, and delivery schedules for management review.

  • Compliance: Ensure all activities adhere to ethical standards, procurement policies, and defined approval limits.

  • Audit Support: Contribute to internal audits and lead the compilation of procurement-related project close-out documentation.

Qualifications and Skills:

Education & Experience

  • Degree: Bachelor’s Degree in Engineering (Mechanical, Electrical, Chemical, or a related discipline).

  • Seniority: 8–10 years of experience in procurement or project engineering within the Oil & Gas or heavy industry.

  • Technical Expertise: Strong familiarity with oil & gas material categories and vendor documentation lifecycles.

Core Competencies

  • Technical Literacy: Ability to interpret complex engineering drawings and technical specifications with precision.

  • Commercial Awareness: Sound understanding of global pricing structures, Incoterms, and international delivery conditions.

  • Process Discipline: High attention to detail with a focus on rigorous documentation and audit trails.

  • Software Proficiency: Expert use of MS Excel and experience with ERP/Procurement systems (e.g., SAP, Oracle, or similar).

Soft Skills

  • Coordination: Exceptional stakeholder management and communication skills.

  • Multitasking: Ability to manage multiple procurement streams and competing priorities in a fast-paced environment.
