Job Description:

We are seeking a vigilant and leadership-driven HSE Officer to join our team on the AKK Project. In large-scale pipeline infrastructure, safety is the foundation of every weld, trench, and kilometer covered. Your mission is to ensure 100% compliance with site HSE rules, drive "Goal Zero" incident targets, and foster a culture of safety among workers and trainees.

You will be the primary eyes and ears on-site for hazard identification and intervention. From leading daily toolbox talks to managing complex Permit to Work (PTW) systems, you will ensure that every task is performed under a safe system of work. If you are an ISPON-certified professional with experience in the Oil & Gas sector and a passion for mentoring the next generation of HSE trainees, we want you on-site.

Requirements:

1. On-Site Hazard Control & Safe Systems

  • Active Intervention: Conduct daily hazard identifications and interventions, reporting Unsafe Acts and Unsafe Conditions (UA/UC) immediately to prevent incidents.

  • Permit Governance: Ensure strict compliance with applicable Permit to Work (PTW) systems and brief all personnel on the specific controls for identified hazards.

  • Emergency Preparedness: Participate in and report on site-level emergency drills to test and improve worker preparedness for HSE contingencies.

2. Technical Reporting & Data Integrity

  • Statistical Tracking: Compile and submit weekly HSE statistics, including cumulative Man-hours, Near Misses, and accidents, for corporate monthly publication.

  • Incident Management: Report and participate in the investigation of all site accidents and near misses, ensuring action points are tracked for prompt close-out.

  • Documentation: Maintain meticulous HSE work packs, meeting minutes, and equipment pre-mobilization/re-inspection records in accordance with company standards.

3. Leadership & Mentorship

  • Trainee Development: Provide professional leadership, coaching, and mentoring to HSE Trainees on the AKK Project to ensure the maintenance of company core values.

  • Safety Culture: Lead daily toolbox meetings and monthly site safety meetings to keep HSE at the forefront of every worker's mind.

  • Site Induction: Carry out HSE inductions for new staff and visitors, ensuring everyone on-site understands the project’s safety expectations.

Qualifications and Skills:

Professional Profile

  • Education: B.Sc. or its equivalent in any subject.

  • Certification: HSE Level 3 (ISPON) is mandatory.

  • Experience: Minimum of two (2) years of HSE experience specifically within the Oil and Gas Industry.

Core Competencies

  • Risk Assessment: Strong ability to implement safe systems of work and identify subtle on-site hazards.

  • Leadership: Ability to delegate responsibility while retaining accountability for HSE service delivery.

  • Communication: Excellent reporting and briefing skills, capable of interfacing effectively with both workers and client representatives.

  • Detail-Oriented: Meticulous approach to maintaining HSE statistics boards and housekeeping standards.
