Job Description:

We are seeking a vigilant and assertive HSE Officer to lead safety and environmental compliance at our LPG facility. Liquefied Petroleum Gas operations demand zero margin for error. Your mission is to ensure absolute adherence to NMDPRA standards, oversee high-risk gas handling procedures, and maintain a "Safety First" culture across the plant and distribution network.

This role requires a technical expert who can bridge the gap between regulatory theory and field reality. If you have 2–3 years of experience in the Oil & Gas sector, possess a keen eye for hazard identification, and are ready to enforce strict safety discipline in a high-pressure environment, we invite you to join our operations.

Requirements:

1. Regulatory Governance & NMDPRA Compliance

  • Standard Enforcement: Ensure every aspect of plant operation aligns with NMDPRA (Nigerian Midstream and Downstream Petroleum Regulatory Authority) safety guidelines.

  • Audit Readiness: Maintain a "live" library of HSE permits, certifications, and documentation, serving as the primary liaison during external regulatory inspections.

  • Technical Reporting: Prepare and submit high-integrity compliance reports that reflect the plant's safety status and risk mitigation efforts.

2. Plant Integrity & Operational Safety

  • Static Asset Inspection: Conduct routine safety checks on LPG storage tanks, pumps, dispensing units, and valves to detect potential leaks or structural fatigue.

  • Cylinder Life-Cycle Safety: Oversee the rigorous protocols for cylinder handling, filling, storage, and transportation to prevent mechanical failures.

  • Active Fire Defense: Monitor and maintain the readiness of fire hydrants, specialized LPG extinguishers, and gas-leak alarm systems.

3. Risk Mitigation & Environmental Stewardship

  • Hazard Intelligence: Lead Hazard Identification and Risk Assessments (HIRA) to proactively neutralize threats before they escalate.

  • Crisis Leadership: Develop and command emergency response plans, including fire drills and full-scale evacuation simulations.

  • Incident Forensics: Investigate near misses and accidents using Root Cause Analysis (RCA) to implement permanent corrective actions.

  • Environmental Control: Manage spill control procedures and monitor emissions to ensure the facility maintains a minimal environmental footprint.

Qualifications and Skills:

Professional Profile

  • Education: Bachelor’s degree in Environmental Science, Engineering, or a related technical field.

  • Experience: Minimum of 2–3 years in HSE, with a strong preference for candidates from the Oil & Gas or LPG sectors.

  • Certification: NEBOSH (IGC) or IOSH certification is a significant advantage.

  • Regulatory Knowledge: Deep understanding of the Nigerian LPG regulatory landscape and NMDPRA operational codes.
