Job Description:
We are seeking a high-integrity HSE Supervisor to serve as the primary guardian of safety and environmental compliance for the Jubilee Project. In a high-risk construction environment, safety is not just a policy—it is a mission-critical operation.
As the HSE Supervisor, you are vested with full Stop-Work Authority to halt any activity that poses a risk to life or the environment. Your mission is to move beyond mere "monitoring" to actively architecting a culture of zero harm. You will be responsible for the end-to-end HSE lifecycle, from initial Risk Assessments and Permit-to-Work (PTW) enforcement to complex incident investigations and root cause analysis. If you are a NEBOSH/IOSH-certified professional with 5+ years of experience in high-risk construction, we invite you to lead safety on our most ambitious project yet.
Requirements:
1. Strategic HSE Planning & Risk Governance
Project HSE Architecture: Develop and implement a comprehensive Project HSE Plan, including detailed Site Rules, Emergency Response Plans, and site-specific risk assessments.
Control Systems: Establish and manage hazard reporting systems, near-miss logs, and audit calendars to maintain total visibility of site risks.
High-Risk Oversight: Enforce stringent controls for Work-at-Height, Lifting Operations, Electrical Safety, and Excavations.
2. Tactical Field Leadership & Enforcement
Site Enforcement: Conduct daily site walks and inspections, taking immediate enforcement action against compliance breaches and unsafe acts.
Permit-to-Work (PTW): Implement and authorize Permits-to-Work for high-risk activities, ensuring all safety prerequisites are met before work commences.
Environmental Protection: Execute waste management and environmental controls to minimize the project’s ecological footprint.
3. Investigation, Training & Behavioral Safety
Root Cause Analysis (RCA): Lead incident and near-miss investigations using rigorous RCA methodologies to prevent recurrence and track corrective actions.
Safety Education: Ensure 100% induction for all personnel, conduct daily Toolbox Talks, and lead safety drills/behavioral safety campaigns.
Reporting & Trends: Prepare accurate records for regulatory review and present trend analysis to the Project Manager and Board to drive systemic improvements.
Qualifications and Skills:
Professional Profile
Certification: Recognized HSE qualification (e.g., NEBOSH IGC, IOSH Managing Safely, or equivalent) is strongly preferred.
Experience: Minimum of 5 years of dedicated HSE experience on active construction sites, with proven exposure to high-risk industrial controls.
Technical Mastery: Strong competence in incident investigation techniques (e.g., Fishbone, 5 Whys) and comprehensive documentation.

Analytical Thinking: Ability to identify systemic safety trends from daily observation data.
