Job Description:
The Budget & Budgetary Control Officer plays a critical role in the bank’s financial planning and performance management framework. Reporting directly to the Budget Manager, you will be responsible for the end-to-end lifecycle of the budget—from data collation and validation to the strategic breakdown of approved funds into zones, departments, and units. Your primary objective is to ensure the bank operates within a realistic annual budget while providing the analytical oversight necessary to investigate variances, monitor Cost-to-Income Ratios (CIR), and ensure regulatory compliance.
Requirements:
1. Budget Development & Allocation
Annual Preparation: Provide technical support in the formulation and preparation of the bank’s comprehensive annual budget.
Strategic Breakdown: Execute the granular breakdown of the approved master budget into zonal, departmental, and unit-level allocations.
Data Integrity: Lead the collation and validation of budget data from all internal stakeholders to ensure the final budget is both accurate and achievable.
2. Performance Monitoring & Variance Analysis
Zonal Oversight: Monitor and report on the actual financial performance of various zones, comparing real-time spending against budgeted figures.
Variance Investigation: Lead deep-dive investigations into expenditure heads that show adverse deviations, identifying root causes and recommending corrective actions.
Weekly Reporting: Prepare and distribute weekly budget variance reports to ensure zonal managers remain accountable to their fiscal targets.
3. Financial Efficiency & Compliance
CIR Monitoring: Track and analyze the Cost-to-Income Ratio (CIR) across all zones and branches to ensure operational efficiency and profitability.
Regulatory Alignment: Ensure all budgeting activities and reports comply with banking regulatory standards and internal ethical requirements.
Stakeholder Support: Provide guidance and supervision to internal budget stakeholders, fostering a culture of accountability and continuous improvement.
Qualifications and Skills:
Education & Experience
Academic Background: Bachelor’s Degree in Accounting, Finance, Economics, or a related field.
Professional Credentials: Relevant certifications (e.g., ICAN, ACCA, or ANAN) are highly desirable.
Industry Tenure: [X] years of experience in budgeting, financial control, or audit, preferably within the banking or financial services sector.
Technical Competencies
Analytical Prowess: Advanced ability to conduct financial performance evaluations and complex variance analysis.
Software Mastery: High proficiency in Microsoft Excel (advanced formulas, pivot tables, and modeling) and core banking applications.
Reporting Skills: Strong ability to translate complex data into clear, actionable executive summaries for the CFO and Budget Manager.
