Job Description:
We are seeking a technically elite and analytically rigorous Senior M&E Officer to anchor the programmatic quality of IMC’s operations in Kano. In complex humanitarian contexts, success is defined by "Evidence-Based Accountability", the ability to transform raw field data into strategic insights that improve aid delivery. This role is designed for a "Methodological Architect" with 4+ years of experience who can blend "Advanced Statistical Analysis" with the "Field Grit" required to lead data collection in diverse social dynamics.
Your mission is to ensure "Absolute Data Integrity and Continuous Programmatic Learning." You will be the primary steward of the M&E system: responsible for designing results frameworks, implementing complex sampling strategies, and deploying mobile data collection tools (Kobo/ODK). If you possess "Analytical Mastery," proficiency in SPSS/STATA/DHIS2, and a deep commitment to PSEA and gender-sensitive monitoring, we want you to drive our operational excellence.
Requirements:
1. M&E Systems Architecture & Frameworks
Standardization: Mainstream Global M/E Guidelines at the field level, ensuring that IPTT (Indicator Performance Tracking Tables) are functional and relevant across all sectors.
Project Design: Support the development of Logframes and Results Frameworks, ensuring indicators are SMART and aligned with donor requirements (USAID, BHA, ECHO, etc.).
Data Flow Governance: Organize and lead data collection activities following established reporting flows, ensuring data collected translates directly to the M/E Framework.
2. Technical Field Methodology & Data Quality
Sampling Mastery: Apply complex sampling strategies, including systematic random sampling and probability/non-probability techniques to ensure representative data.
Qualitative & Quantitative Synergy: Use diverse methods ranging from Focus Group Discussions (FGDs) and Key Informant Interviews (KIIs) to structured household surveys.
Mobile Data Innovation: Install, configure, and troubleshoot mobile data collection platforms (Kobo, ODK, ONA) using XLSForm coding for agile field reporting.
Audit & Integrity: Conduct on-site Routine Data Quality Audits (RDQA) to mitigate pitfalls and ensure strategies for high-quality data are embedded at the community level.
3. Analytics, Reporting & Knowledge Management
Statistical Intelligence: Perform univariate and bivariate analysis using Excel Pivot tables, SPSS, or STATA, interpreting data to drive executive decision-making.
Evaluation Leadership: Contribute to project evaluations by applying fundamental principles of contribution vs. attribution and counterfactual analysis.
Knowledge Mobilization: Lead "Lessons Learned" workshops and case study development to strengthen cross-sector learning and success story consolidation.
Inclusive Monitoring: Incorporate cross-cutting themes, ensuring data is disaggregated by sex, age, and disability status to reflect the needs of vulnerable groups.
Qualifications and Skills:
Professional Profile
Education: Bachelor’s or Higher Degree in Social Sciences, Public Health, Statistics, or International Development.
Experience: Typically 4+ years with a humanitarian organization overseeing M&E tasks in relevant sectors (Health, Nutrition, Protection).
Technical Mastery: Proficiency in KoboToolBox, ODK, XLSForm coding, DHIS2, and PowerBI.
Software Fluency: Advanced skills in Excel, SPSS, STATA, or Epi Info.
Core Competencies
Analytical Grit: Ability to synthesize complex quantitative and qualitative information into clear narrative reports.
Training Prowess: Strong facilitator skills to train enumerators and program staff on M&E concepts and data tools.
