Job Description:
We are seeking a high-caliber HSE Manager to lead the Health, Safety, and Environment function for our EPIC operations in Warri. In the high-stakes environment of oil and gas servicing—specifically within pipeline construction and maintenance—HSE is not just a department; it is the foundation of operational continuity. This role is designed for a "Safety Architect", a professional with 10–15 years of experience who can blend strategic policy development with the "field grit" required to manage multiple high-risk project sites.
Your mission is to ensure "Zero-Harm Operations and Total Regulatory Compliance." You will be the steward of our safety culture: responsible for leading a team of HSE Leads and Officers, conducting advanced risk assessments for EPIC projects, and ensuring that our environmental stewardship meets international standards. If you possess the leadership maturity to manage complex stakeholder relationships and the technical depth to investigate critical incidents, we want you to lead our HSE mandate.
Requirements:
1. Strategic Policy & Risk Architecture
System Governance: Develop and maintain a comprehensive HSE Management System (HSE-MS) that aligns with ISO 45001 and ISO 14001 standards.
EPIC Risk Mitigation: Lead advanced Risk Assessments (HAZID/HAZOP) specifically for pipeline construction, ensuring that potential hazards are engineered out during the procurement and installation phases.
Operational Integration: Collaborate with engineering and project management teams to "bake" safety into the project lifecycle, from initial design to final commissioning.
2. Field Leadership & Team Mentorship
Human Capital Oversight: Oversee a multi-site team of HSE Leads and Officers, providing the mentorship and performance management required to maintain high professional standards.
Training & Advocacy: Design and deliver sophisticated HSE training programs to ensure project teams and third-party contractors are fully aligned with the company’s safety expectations.
Cultural Stewardship: Foster a "Stop Work Authority" culture where safety is prioritized over speed, ensuring environmental stewardship is maintained across all levels.
3. Compliance, Audit & Incident Recovery
Regulatory Liaison: Ensure 100% compliance with DPR (NUPRC), Federal Ministry of Environment, and client-specific HSE requirements.
Internal Audit & Inspection: Execute a rigorous schedule of safety audits and site inspections to identify non-conformances before they lead to incidents.
Root Cause Investigation: Lead complex incident investigations using established methodologies (e.g., Tripod Beta or Fishbone), ensuring that corrective and preventive actions (CAPA) are implemented Group-wide.
Qualifications and Skills:
Professional Profile
Education: Bachelor’s Degree in HSE, Engineering, or a related technical discipline. (A Master’s degree is a significant advantage).
Experience: 10–15 years of progressive HSE experience in the Oil and Gas sector, with specific, hands-on mastery of pipeline projects.
Leadership History: Proven experience managing teams of HSE professionals and supervising HSE activities across multiple, large-scale project sites simultaneously.
Core Competencies
Technical Grit: Expert knowledge of industry safety standards (OSHA, ASME B31.4/B31.8) and Nigerian regulatory frameworks.
Stakeholder Diplomacy: Excellent communication skills to manage relationships with clients, regulatory bodies, and internal project heads.
Analytical Precision: Strong ability to track and report HSE performance metrics (LTIs, TRIs, Near Misses) to drive data-led continuous improvement.
