Job Description:

We are seeking a high-level In-Country Facilitator to serve as the strategic catalyst for Nigeria’s National Biodiversity Strategies and Action Plans (NBSAP). This role is pivotal in bridging the gap between global conservation targets and national implementation. You will be responsible for accelerating the Global Biodiversity Framework (GBF) through a "Whole-of-Government" and "Whole-of-Society" approach.

As the primary facilitator, you will identify critical capacity gaps, mobilize international and domestic resources, and foster unprecedented collaboration between federal institutions, civil society, and international partners. If you possess a deep understanding of Nigeria’s environmental policy landscape and have a proven track record of coordinating multi-stakeholder dialogues at the federal level, this is your opportunity to drive systemic change for biodiversity.

Requirements:

1. Landscape Assessment & Strategic Mapping

  • Priority Identification: Monitor and assess Nigeria’s specific biodiversity priorities and implementation hurdles, conducting high-level stakeholder mapping to identify synergies and motivations.

  • National Dialogues: Lead country-specific, multi-stakeholder dialogues to ensure inclusive decision-making.

  • Work Plan Governance: In collaboration with the host government, develop and execute comprehensive work plans that outline clear activities, timelines, and objectives for NBSAP support.

2. Resource Mobilization & Support Matching

  • Needs Articulation: Identify and formalize requests for technical capacity, financial resources, and increased political commitment on behalf of the host country.

  • Match-Making: Utilize the NBSAP Accelerator Partnership match-making mechanism to connect national needs with international support packages, ensuring the "best fit" for Nigeria’s specific context.

  • Investment Leverage: Identify and support diverse resource mobilization opportunities to scale biodiversity action.

3. Synergetic Coordination & Knowledge Exchange

  • Rio Convention Alignment: Foster collaboration across the 3 Rio Conventions (Biodiversity, Climate Change, Desertification) to streamline efforts and maximize investment impact.

  • Structure Strengthening: Support the monitoring and reinforcement of existing national structures to ensure long-term sustainability of NBSAP implementation.

  • Global-Local Knowledge Loop: Facilitate South-South, North-South, and triangular knowledge exchanges, sharing Nigerian case studies globally while adopting international best practices locally.

Qualifications and Skills:

Professional Profile

  • Education: Master’s degree in Environmental Science, Biodiversity Conservation, Natural Resource Management, or a related field. (A Bachelor’s degree with 9 years of experience is also acceptable).

  • Experience: Minimum of 7 years in biodiversity conservation or stakeholder engagement.

  • Governmental IQ: At least 2 years of direct experience working at the Federal Government level of Nigeria is mandatory.

  • International Frameworks: Proven experience with the Convention on Biological Diversity (CBD) and the Global Biodiversity Framework (GBF) is highly desirable.

Core Competencies

  • Diplomatic Negotiation: Exceptional ability to act as a neutral bridge between diverse and sometimes competing stakeholder interests.

  • Project Governance: Strong experience in monitoring expenditures, preparing quarterly progress reports, and managing complex international-standard reporting lines.

  • Strategic Communication: Ability to simplify complex ecological data for political decision-makers to build political will.
