Job Description:

The Technical / Production Manager will provide the definitive technical, operational, and regulatory leadership for the development and operation of Ebenco’s modular refinery. This is a high-stakes role accountable for guiding the facility from EPC/EPCM and commissioning through to full-scale, commercially viable production. You will serve as the primary guardian of compliance under the Petroleum Industry Act (PIA) 2021, ensuring all activities strictly adhere to NUPRC and NMDPRA mandates. The ideal candidate is a COREN-registered engineer with a "safety-first" mindset and the deep regulatory expertise required to navigate the Nigerian downstream and midstream petroleum landscape.

Requirements:

1. Regulatory Governance & PIA Compliance

  • Statutory Leadership: Ensure 100% compliance with the Petroleum Industry Act (PIA) 2021 and all legacy DPR standards currently enforced by NUPRC and NMDPRA.

  • Permitting & Licensing: Spearhead the technical requirements for critical milestones, including the License to Construct (LTC) and Approval to Operate (ATO).

  • Environmental Stewardship: Coordinate with NESREA and state authorities to manage Environmental Impact Assessments (EIA), emissions, and effluent treatment protocols.

2. Construction, Commissioning & Start-Up

  • EPC Oversight: Provide technical governance during the engineering and construction phases, reviewing deliverables against API, ASME, and ISO standards.

  • Operational Readiness: Lead pre-commissioning, cold/hot commissioning, and performance testing to ensure the refinery meets approved capacity and process configurations.

  • Asset Integrity: Establish asset integrity programs for pressure vessels, pipelines, and rotating equipment, ensuring all statutory certifications are maintained.

3. Production Excellence & Safety Management

  • Throughput Optimization: Manage daily operations to achieve throughput targets for PMS, AGO, DPK, and Naphtha, ensuring all products meet NMDPRA quality specs and NIS standards.

  • Process Safety (PSM): Implement and lead HAZOP, HAZID, and QRA assessments, maintaining a zero-tolerance approach to unsafe acts and environmental incidents.

  • Nigerian Content: Build and lead a technically competent workforce in strict alignment with NCDMB local content expectations and competency-based training.

Qualifications and Skills:

Education & Professional Status

  • Academic: Bachelor’s degree in Chemical, Mechanical, or Petroleum Engineering.

  • Mandatory: COREN registration is a non-negotiable requirement.

  • Advantage: Postgraduate degree or specialized certifications in refinery operations.

Experience & Mastery

  • Tenure: 10–15 years of robust experience in refinery or downstream oil & gas.

  • Specialization: Direct experience in modular refinery construction or operation within Nigeria is highly preferred.

  • Regulatory IQ: Deep working knowledge of the PIA 2021, NUPRC, and NMDPRA frameworks.
