Job Description:

We are seeking a high-velocity and structurally elite Quantity Surveyor / Quality Assurance Officer to anchor the financial and structural engine of our water infrastructure projects. In a specialized public-works landscape where institutional momentum is dictated by the precision of the budget-relay and the fidelity of the engineering filter success is defined by "Fiscal Sovereignty" the ability to harmonize cost management with the clinical precision required for BOQ Preparation, Contract Administration (FIDIC), and QA/QC Implementation. This role is designed for a "Value Architect" specifically a veteran professional with at least 7 years of experience who can blend "Financial Grit" (managing interim valuations and final accounts) with the "Technical Agility" required to execute Donor Compliance and Site Inspection Standards.

Requirements:

1. Orchestration & Fiscal Governance

  • Sovereignty of the BOQ: Prepare high-fidelity cost estimates and Bills of Quantities for water treatment plants and distribution networks, acting as the primary "Source of Budgetary Integrity."

  • Procurement Architecture: Conduct tender analysis and support procurement processes, providing the "Structural Foundation" for competitive and transparent sourcing.

  • Integrity Stewardship: Prepare interim valuations and final accounts, ensuring the "Source of Financial Truth" is elite and uncompromised.

2. Tactical Resilience & Quality Logic

  • Infrastructural Sovereignty: Develop and implement QA/QC plans to verify the quality of materials (concrete, pipes, fittings) and workmanship, acting as the primary "Source of Engineering Fidelity."

  • Compliance Architecture: Ensure adherence to Nigerian procurement regulations and specific donor/NGO guidelines, providing the "Functional Foundation" for audit-readiness.

  • Correction Stewardship: Identify deficiencies and enforce corrective actions on-site, maintaining the "Source of Structural Continuity."

3. Operational Integrity & Coordination Power

  • Contractual Sovereignty: Administer contracts (FIDIC or similar) and assess variations or claims, acting as the primary "Source of Commercial Stability."

  • Advisory Architecture: Provide commercial and quality advisory support during site meetings with engineers and contractors, providing the "Relational Foundation" for technical unity.

Qualifications and Skills:

Professional Profile

  • Education: BSc/HND in Quantity Surveying, Civil Engineering, or Construction Management.

  • Experience: Minimum of 7 years in infrastructure projects, specifically Water Infrastructure (reservoirs, pumping stations, distribution networks).

  • Compulsory Certification: Must be Registered with QSRBN and hold membership with NIQS (for QS background).

  • Technical Power: Deep knowledge of FIDIC contract forms, cost control, and QA/QC procedures.

  • Sector IQ: Proven experience with donor-funded (NGO) or government infrastructure projects.

Core Competencies
