Job Description:

We are seeking a high-velocity and strategically elite Senior HSE Officer to anchor the safety engine at our Dangote Cement Plant. In a heavy-industrial landscape, success is defined by "Zero-Incident Sovereignty", the ability to harmonize rigorous OSHA compliance with the clinical precision required for hazard identification, emergency response engineering, and behavioral safety culture. This role is designed for a "Resilience Architect" with at least six (6) years of experience who can blend "Technical Grit" (conducting deep-dive accident investigations) with the "Leadership Agility" required to supervise HSE personnel and provide guidance to staff at all levels.

Requirements:

1. Management System Architecture & Governance

  • HSE Sovereignty: Develop and implement a high-fidelity HSE Management System (HSEMS) that acts as the "Source of Compliance" for all Plant operations.

  • Policy Engineering: Design and implement rigorous HSE policies and procedures that align synchronously with local legislation and international standards.

  • Awareness Logic: Create high-impact programs to raise employee consciousness, ensuring the practical application of safety practices is woven into the "Cultural Fabric" of the workplace.

2. Tactical Surveillance & Incident Intelligence

  • Hazard Reconnaissance: Proactively identify workplace hazards and execute clinical risk analyses to ensure "Zero-Harm" operational environments.

  • Forensic Investigation: Lead high-stakes accident and incident investigations, providing "Intelligence-Driven" recommendations and root-cause analyses to prevent any recurrence.

  • Emergency Resilience: Provide, test, and update clinical Emergency Response Plans, ensuring the organization is always in a state of "High-Alert Readiness."

3. Capacity Evolution & Stakeholder Diplomacy

  • Technical Mentorship: Propose and lead HSE capacity-building programs, including OSHA training and Defensive Driving, to evolve the technical proficiency of company staff and contractors.

  • Leadership Power: Supervise and mentor HSE personnel, providing "Strategic Guidance" to staff at all levels on complex health and safety matters.

  • External Synergy: Act as the primary "Source of Contact" for external stakeholders and regulatory agencies on all HSE-related matters, ensuring the Group’s reputation for safety excellence.

Qualifications and Skills:

Professional Profile

  • Education: Bachelor’s Degree in Environmental Science, Occupational Health, or a relevant discipline.

  • Experience: At least six (6) years of relevant professional experience in HSE leadership or a similar high-stakes role.

  • Technical Mastery: Deep understanding of OSHA standards, HSE management systems, and industrial safety legislation.
