Job Description:

We are seeking a high-caliber and commercially astute Senior Buyer to anchor our procurement operations in Port Harcourt. In the high-stakes world of civil engineering, success is defined by "Procurement Agility", the ability to secure high-quality construction materials and services at peak cost-efficiency without compromising project timelines. This role is designed for a "Sourcing Architect" with 6 years of experience who can blend "Technical Material Knowledge" with the "Negotiation Grit" required to manage complex vendor ecosystems.

Your mission is to ensure "Absolute Supply Continuity and Fiscal Integrity." You will be the primary steward of Megastar’s project procurement: responsible for end-to-end sourcing, rigorous vendor management, and ensuring every transaction meets international compliance and CIPS standards. If you possess "Advanced ERP Proficiency," a deep understanding of Civil Engineering Supply Chains, and the "Strategic Vision" to optimize project budgets, we want you to drive our procurement sovereignty.

Requirements:

1. Strategic Sourcing & Material Sovereignty

  • Global & Local Sourcing: Lead the identification and acquisition of specialized construction materials and services, ensuring they meet the technical specifications of civil engineering projects.

  • Construction Intelligence: Maintain an expert-level understanding of construction material markets, price volatility, and lead-time trends in the Rivers State corridor.

  • Technical Validation: Collaborate with project engineers to ensure sourced materials align with structural requirements and quality standards.

2. Vendor Governance & Relationship Architecture

  • Strategic Partnerships: Build and maintain a robust network of reliable suppliers and subcontractors, moving beyond transactional buying to high-value relationship building.

  • Performance Auditing: Implement vendor evaluation frameworks to ensure suppliers meet delivery deadlines, quality benchmarks, and ethical compliance.

  • Negotiation Leadership: Command high-stakes negotiations to secure favorable credit terms, volume discounts, and service level agreements (SLAs).

3. Project Procurement Management

  • End-to-End Orchestration: Manage the full lifecycle of project procurement activities, providing critical support to site managers to ensure "Zero-Disruption" in construction workflows.

  • ERP Integration: Utilize ERP systems to track purchase orders, manage inventory levels, and streamline the "Procure-to-Pay" process.

  • Supply Chain De-risking: Proactively identify potential supply chain bottlenecks and develop contingency plans to mitigate risks to project timelines.

4. Documentation & Compliance Integrity

  • Audit Readiness: Ensure all procurement documentation—including RFQs, bid tabs, and contracts—is meticulously maintained and compliant with internal policies and regulatory standards.

  • CIPS Standard Adherence: Uphold the highest ethical standards in procurement, ensuring transparency and preventing conflict of interest in all vendor dealings.

  • Reporting Fidelity: Prepare periodic procurement reports for senior management, highlighting cost savings, vendor performance, and budget variances.

Qualifications and Skills:

Professional Profile

  • Experience: Must have 6 years of robust experience in a procurement or buying role, preferably within the construction or engineering sector.

  • Education: Minimum of HND/BSc in Management Sciences or a related field.

  • Certification: CIPS (Chartered Institute of Procurement & Supply) or an equivalent professional certification is required.

  • Technical Mastery: High proficiency in ERP systems and a strong, practical knowledge of civil engineering and construction materials.
