Job Description:

We are seeking a high-velocity and structurally elite Procurement Professional to anchor the supply chain engine of our operations in Port Harcourt. In a specialized Energy landscape where institutional momentum is dictated by the speed of the requisition and the precision of the NOGICD compliance success is defined by "Supply Sovereignty", the ability to harmonize high-volume vendor management with the clinical precision required for Strategic Sourcing, Annual Contracting Frameworks, and ERP-Driven Workflows. This role is designed for a "Procurement Architect", specifically a professional with 2 to 5+ years of experience in the Oil & Gas sector who can blend "Regulatory Grit" (mastery of NUPRC guidelines and the Public Procurement Act) with the "Technical Agility" required to implement Centralized Vendor Databases and SAP/Oracle Architectures.

Requirements:

1. Orchestration & Vendor Governance

  • Sovereignty of the Database: Implement and manage a centralized vendor repository using ERP systems, acting as the primary "Source of Supplier Truth."

  • Verification Architecture: Create robust digital onboarding and KYB (Know Your Business) systems, providing the "Structural Foundation" for credible and compliant vendor engagement.

  • Integrity Stewardship: Ensure strict adherence to procurement SOPs and the Public Procurement Act, ensuring the "Source of Institutional Transparency" is elite and uncompromised.

2. Tactical Resilience & Sourcing Logic

  • Contracting Sovereignty: Establish and monitor Annual Contracting Frameworks (2025–2027), acting as the primary "Source of Price Stability."

  • Negotiation Architecture: Utilize volume leveraging to consolidate needs and negotiate better rates, providing the "Functional Foundation" for organizational cost savings.

  • Risk Stewardship: Conduct mandatory background checks and annual performance reviews, maintaining the "Source of Supply Chain Resilience."

3. Operational Integrity & Regulatory Power

  • Compliance Sovereignty: Ensure all procurement activities align with NOGICD Act and NUPRC guidelines, acting as the primary "Source of Regulatory Fidelity."

  • Process Architecture: Implement uniform templates for RFQs/RFPs and multi-step approval workflows, providing the "Relational Foundation" for departmental synergy.

  • Velocity Logic: Utilize SAP/Oracle Proficiency and Professional Certifications (CIPS/NIPSM) to accelerate the "Requisition-to-Payment" cycle, maximizing the "Source of Procurement Throughput."

Qualifications and Skills:

Professional Profile

  • Education: B.Sc. / HND in Supply Chain Management, Business Administration, or Engineering (MBA/Post-graduate diploma is an advantage).

  • Experience: 2 – 5+ years of procurement experience within the Oil & Gas sector (Upstream or Downstream).

  • Technical Power: Elite proficiency in ERP systems (SAP, Oracle) and Microsoft Excel.

  • Regulatory Knowledge: Deep understanding of NOGICD, NUPRC, and the Public Procurement Act.

  • Certifications: Highly valued: CIPS, NIPSM, CPSM, or ISM.

  • Mandatory: Completed NYSC Discharge Certificate or Exemption Letter.
