Job Description:
We are seeking a high-velocity and commercially astute Procurement Officer to anchor the supply chain operations of Mshel Construction Limited. In the high-stakes construction sector, success is defined by "Acquisition Sovereignty", the ability to harmonize complex material requisitions with the clinical negotiation required to secure premium terms and zero-delay delivery. This role is designed for a "Supply Chain Architect" with 5 years of experience who can blend "Technical Quantity Surveying Logic" with the "Vendor Diplomacy" required to manage large-scale procurement cycles in the Abuja market.
Requirements:
1. Strategic Sourcing & Vendor Diplomacy
Market Intelligence & Sourcing: Identify and evaluate high-fidelity suppliers for construction materials and services, ensuring the company has a robust, low-risk vendor base.
Negotiation Sovereignty: Lead the negotiation of prices, credit terms, and delivery schedules with millimetric precision to maximize project profitability.
Vendor Lifecycle Management: Monitor and score supplier performance against KPIs, ensuring all partners adhere to Mshel Construction’s quality and delivery standards.
2. Procurement Orchestration & Process Governance
P2P Lifecycle Management: Manage the entire procurement workflow—from Request for Quotations (RFQs) and comparative analysis to Purchase Orders (POs) and final delivery.
Contract Stewardship: Develop and implement high-fidelity procurement strategies and supplier contracts that protect the company’s interests and ensure regulatory compliance.
Stakeholder Synergy: Collaborate synchronously with Site Engineers and Project Managers to determine precise material specifications and lead times.
3. Cost Engineering & Efficiency Optimization
Value Engineering: Identify clinical cost-saving opportunities and implement strategies to reduce "Maverick Spend" and improve overall procurement velocity.
Data Sovereignty: Maintain accurate, audit-ready records of all procurement transactions and financial commitments using procurement software.
Risk Mitigation: Proactively identify supply chain bottlenecks and market price fluctuations, proposing strategic bulk-purchase or alternative-source solutions to protect project timelines.
Qualifications and Skills:
Professional Profile
Education: Bachelor’s degree in Quantity Surveying, Supply Chain Management, Business Administration, or a related field.
Experience: Minimum of 5 years of robust experience specifically within the construction industry.
Technical Mastery: Proficiency in Microsoft Office and specialized Procurement/ERP software. Certification (e.g., CIPS) is a major plus.
