Job Description:

We are seeking a high-velocity and analytically elite Information Management Officer (IMO) to anchor the intelligence engine of the 3IS project. In the specialized landscape of humanitarian health and nutrition, success is defined by "Information Sovereignty", the ability to harmonize complex field data with the clinical precision required for Geospatial Analytics, Interoperable Databases (Kobo/ODK), and Donor-Ready Reporting. This role is designed for an "Evidence Architect" with 5+ years of experience who can blend "Technical Grit" (designing SQL/Python-backed data systems) with the "Strategic Agility" required to collaborate with Project Managers and developers to meet regional and global standards.

Requirements:

1. Systems Orchestration & Data Governance

• Invention Sovereignty: Design, develop, and maintain data collection tools and databases aligned with the 3IS project scope, acting as the primary "Source of Information Infrastructure."

• Interoperability Architecture: Support the integration of different data systems used within the health sector, providing the "Structural Foundation" for seamless data flow across partners.

• Security Stewardship: Ensure proper data storage and protection in line with organizational standards, ensuring the "Source of Sensitive Health Data" is elite and uncompromised.

2. Tactical Resilience & Analytical Logic

• Insight Sovereignty: Analyze program and geospatial data to generate strategic insights, acting as the primary "Source of Operational Intelligence."

• Visualization Architecture: Develop and update high-fidelity dashboards (Power BI/Tableau), providing the "Visual Foundation" for evidence-based decision-making by stakeholders.

• Reporting Stewardship: Ensure timely and accurate reporting for donors, maintaining the "Source of Compliance and Transparency."

3. MEL Integration & Resource Power

• Framework Sovereignty: Collaborate with MEL teams to align data systems with monitoring frameworks, acting as the primary "Source of Accountability."

• Validation Architecture: Implement regular cleaning and verification processes, providing the "Analytical Foundation" for high-quality, verified data outputs.

• Velocity Logic: Utilize 5+ years of professional IM expertise to coordinate with HR and Finance on resource planning, maximizing the "Source of Project Throughput."

Qualifications and Skills:

Professional Profile

• Experience: Minimum 5 years in Information Management or Data Analysis (Humanitarian/Health sector required).

• Education: Bachelor’s Degree in Information Management, Data Science, Statistics, or Computer Science (Master's preferred).

• Tech Mastery: Proficiency in Power BI, Tableau, KoboToolbox, ODK, and Excel.

• Technical Skills: Knowledge of SQL, Python, or R and geospatial analysis tools.
