Job Description:
We are seeking a high-velocity and strategically elite HSE Manager to anchor the safety engine of Mshel Homes Limited. In the complex and high-risk Nigerian construction sector, success is defined by "Safety Sovereignty", the ability to harmonize multi-site operations with the clinical precision required for risk assessment, incident investigation, and environmental impact mitigation. This role is designed for a "Governance Architect" with a Bachelor’s degree, NEBOSH International Diploma, and 10+ years of experience who can blend "Field Grit" (leading emergency response drills) with the "Technical Agility" required to build an HSE management system from the ground up.
Requirements:
1. Governance Orchestration & Regulatory Compliance
System Sovereignty: Develop and continuously review the company's HSE management system, ensuring every policy acts as a "Source of International Best Practice."
Regulatory Architecture: Ensure full compliance with the Factories Act, EIA requirements, and NESREA, acting as the primary "Source of Legal Security."
Audit Stewardship: Conduct regular site audits and inspections with millimetric focus, providing the "Analytical Foundation" for corrective actions and risk mitigation.
2. Operational Resilience & Incident Logic
Investigation Sovereignty: Lead deep-dive investigations into accidents and near-misses, identifying root causes to act as the "Source of Preventive Intelligence."
Emergency Architecture: Lead emergency response planning and conduct regular drills, maintaining the "Source of Site Crisis Readiness."
Documentation Stewardship: Manage high-fidelity risk registers, method statements, and incident logs, ensuring "Zero-Friction" in safety data management.
3. Leadership Integrity & Stakeholder Power
Culture Sovereignty: Lead a culture of safety excellence across all project phases, acting as the "Source of Behavioral Change" for employees and contractors.
Mentorship Architecture: Coach and manage the HSE team and safety stewards, providing the "Operational Foundation" for decentralized safety oversight.
Reporting Logic: Prepare monthly and annual HSE performance reports for senior management, utilizing 10 years of progressive experience to optimize the "Source of Strategic Oversight."
Qualifications and Skills:
Professional Profile
Education: Bachelor’s Degree in Environmental Science, Engineering, or Occupational Health & Safety; a Postgraduate Degree is a significant strategic advantage.
Experience: Minimum of 10 years of robust experience, with at least 5 years in a senior HSE management role within Construction or Real Estate.
Certification: NEBOSH International Diploma (or equivalent) and ISPON membership are mandatory.
Core Competencies
Technical Grit: In-depth knowledge of ISO 45001, ISO 14001, and Nigerian HSE legislation.
Governance Sovereignty: Proven ability to build HSE systems from the ground up and lead large-scale incident investigations.
