Job Description:

Regulatory Compliance:

  • Monitor and ensure internal processes, policies and SLAs are followed to guarantee approvals, Licenses and Permits are expeditiously obtained for site build.
  • Develop and maintain beneficial relationships with key officials at the second and third tiers of government with a view to deriving benefit for ATC Nigeria.
  • Continually scan the environment, advice and recommend strategies to the Senior Community Liaison Manager for meeting challenges posed by communities, government at the state and local government levels.

Community & Stakeholder Relations:

  • Handle and resolve community related issues which may arise during build to suit (BTS), and build to fill (BTF) projects, MTN Relo/Colo, Airtel Colo, Grid Connection, and related special projects.
  • Develop and maintain relationships with external stakeholders, especially landlords and host communities, to the benefit of ATC Nigeria
  • Act as primary interface between ATC Nigeria, non-governmental stakeholders and partners with a view to resolving disputes and disagreements that arise from such relationships
  • In conjunction with relevant internal functions, ensure beneficial image for ATC Nigeria in theappropriate quarters at the state and local government level.
  • Manage and advice Senior Community Liaison Manager on issues and challenges at the Zonal level.
  • Contribute to the savings in the Region from negotiations with communities and government Agencies.

Legal & Regulatory Support:

  • Ensure compliance to established reporting matrix for monitoring the achievement of zonal legal & regulatory goals to ensure harmony with ATC Nigeria objectives.
  • Provide advice and support to other zonal managers to enable opportunity recognition and access and risk identification and mitigation.
  • Ensure compliance to applicable regulations and monitor availability of all relevant documentation to meet compliance requirements at zonal level.

Operational Support:

  • Co-ordinate with regional technical staff to enable opportunity recognition and access, and risk identification and mitigation for successful implementation of special projects, build to suit (BTS), and build to fill (BTF) projects.
  • Ensure compliance to applicable regulations and monitor availability of all relevant documentation to meet compliance requirements at the zonal level.

  • Any other duties assigned.

Requirements:

  • Bachelor's Degree, LL.B., BL will be an added advantage.
  • 2—3 years of varied experience in relating with government, community and managing community issues.

Competencies:

  • Good understanding and knowledge of Regulatory, government and EMS related issues,
  • Good working knowledge of Nigerian telecom, business, and political environment
  • Good working knowledge of Landlord and Tenant Law & Practice and NCA Guidelines and Permitting regulations.
  • Ability to read and interpret legal documents, legal descriptions, survey, block plans, ground leases, easements, purchase contracts, etc.
  • Experience in managing multiple sites/locations
  • Ability to work with functional groups and different level of employees throughout the ATC Nigeria organization to achieve business results effectively and professionally
  • Strong follow-up skills: ability to organize applicable department timelines and follow up with internal and external customer needs as needed
  • Strong written and oral communication skills, including the ability to present ideas and suggestions clearly and effectively
  • Strong organizational skills: ability to accomplish multiple tasks within the agreed upon timeframes through effective prioritization of duties and functions in a fast-paced environment
  • Strong track record of building and maintaining solid relationships with both internal and external customers and vendors.
  • Self-motivated, able to work both independently to complete tasks and respond to department requests as well as collaborating with others to utilize resources and knowledge in identifying high-quality solutions.
