Job Description:
- The role holder shall be responsible for sourcing, tendering, bid management and evaluating suppliers for the supply of goods, services and works, negotiating contracts to ensure that value for money is achieved.
Key Functions
- Procurement Planning: Develop annual procurement plans in collaboration with business units to align with strategic priorities.
- Sourcing andVendor Management: Identify, evaluate, and manage relationships with suppliers and service providers.
- Tendering andBid Management: Conduct transparent tendering processes and manage bid evaluations and negotiations.
- Compliance andRisk Management: Ensure adherence to procurement guidelines, mitigate risks, and maintain audit readiness.
- Contract Management: Coordinate with Legal Unit to ensure contracts are awarded in a timely manner and based on agreed and negotiated terms.
- Performance Monitoring: Evaluate supplier performance and ensure service delivery meets contractual obligations.
Key Responsibilities
- Provide support to the Business Unit Head in developing the company’s procurement strategies and annual procurement plan.
- Support the implementation of the Procurement unit’s policies, systems and procedures necessary for effective functioning of the Company.
- Leads digitization efforts and manages e-procurement platforms to support automation and optimization of procurement processes.
- Ensure proper application of procurement procedures are adhered to whilst creating awareness of these procedures and verifies that they have been complied with.
- Ensures diversity and inclusion in sourcing of vendors to support ESG data gathering (e.g., tracking vendor diversity, certifications, and environmental practices).
- Provide support to various requisitioners in preparing technical specifications for goods and services and scope of works for construction or remodeling works.
- Collaborate with the requesting unit to review, develop or update standard tender documents where applicable (e.g. Invitations to Bids, Requests for Proposals, Expression of Interests, Requests for Quotation) based on the nature of the requirements and procurement threshold.
- Design or review and maintain a comparative table template to analyze financial and technical aspects of bids, drafts summaries of evaluation and reports from tendering processes for the approval by relevant authorities.
- Liaises with the Business Unit Head to establish approaches for negotiating and coordinating all phases of negotiations with all concerned parties, including the negotiation of disputes arising from contracts.
- Maintain comprehensive digital procurement files, including solicitations, proposals, evaluations, award documents, official contracts and correspondence on all procurements.
- Act as focal point for the identification and monitoring of procurement-related risks in relevant risk registers; and provides guidance on all relevant procurement matters.
- Liaise with the legal team to ensure all contractual agreements are adequately reviewed and are void of liabilities that have negative impact on the company.
Requirements:
- Bachelor’s Degree in related disciplines from a reputable university.
- Minimum of 3 years working experience in Procurement within a public or financial institution.
- Experience working with e-Procurement platforms for sourcing and evaluating vendors.
- Experience in sourcing, prequalification and onboarding of vendors.
- Experience in coordinating high value complex multiple procurement programmes related to infrastructure, health and IT projects will be an advantage.Relevant certifications e.g. CIPS Diploma or any public procurement equivalent will be an added advantage.
- Proficient to advanced skills with MS Office (Excel, Outlook, PowerPoint, Word)
- Proficiency in the use of digital procurement platforms.
- Excellent negotiation and people management skills.
- Excellent Communication skills (oral and written).
- Excellent analysis skills.
- Highly organized and extremely detailed orientation.
