Job Description:
We are seeking a highly skilled, analytically rigorous, and experienced Health Economist to drive research, healthcare financing analysis, and policy-driven health interventions. In this pivotal role, you will be responsible for generating the evidence-based insights required to optimize resource allocation, evaluate health technology, and shape strategic decision-making across the health sector.
The ideal candidate is a seasoned researcher and analyst with deep contextual experience in Sub-Saharan Africa, possessing the quantitative mastery needed to translate complex clinical and financial data into actionable public health policies and sustainable financing frameworks.
Requirements:
Quantitative Economic Evaluation & Modelling
Economic Assessments: Lead complex cost-effectiveness analysis (CEA), cost-benefit analysis (CBA), and budget impact analysis (BIA) to evaluate healthcare interventions and programs.
Analytical Modelling: Develop, validate, and maintain sophisticated analytical and decision-tree models (e.g., Markov models) to forecast health outcomes and economic implications.
Health Technology Assessment (HTA): Provide expert advisory support on HTAs, resource prioritization, and localized costing studies for pharmaceuticals, medical devices, and public health interventions.
Healthcare Financing & Policy Analysis
Financing Strategy: Analyze and support the development of healthcare financing strategies aimed at achieving Universal Health Coverage (UHC), resource optimization, and reduced out-of-pocket expenditure.
Policy Integration: Evaluate the operational and economic mechanics of the National Health Insurance Authority (NHIA), State Social Health Insurance Schemes (SSHIS), and strategic purchasing models.
Data Translation: Synthesize large healthcare datasets into high-quality technical reports, peer-reviewed journal articles, and digestible policy briefs for government and donor stakeholders.
Grants, Partnerships & Representation
Resource Mobilization: Support institutional proposal development, grant writing, and budget formulation for major donor-funded global health initiatives.
Stakeholder Engagement: Present research findings, economic evidence, and strategic recommendations at high-level policy dialogues, academic conferences, and inter-agency forums.
Qualifications and Skills:
Education & Advanced Credentials
Preferred Education: PhD in Health Economics, Economics, or a highly quantitative related field.
Alternative Consideration: A Master’s degree coupled with an exceptional, documented track record of advanced academic research and publications may be considered.
Professional Experience & Domain Expertise
Track Record: Minimum of 5 years of progressive experience applying health economics methodologies within Sub-Saharan Africa, with a strong preference for deep working experience in Nigeria.
Systems Fluency: Thorough understanding of the macro and microeconomics of the Nigerian health system, including NHIA mandates, state-level equity funds, basic healthcare provision funds (BHCPF), and bilateral/multilateral donor funding streams.
Sector Background: Prior experience working with international development organizations (e.g., WHO, World Bank, USAID, FCDO), research institutions, or prominent donor-funded foundations.
Technical & Software Skills
Analytical Software: Proficiency in statistical and decision-analysis software packages such as Stata, Python, R, or TreeAge is a significant advantage.
Data Visualization: Proven ability to turn complex data matrices into intuitive visual dashboards and graphics for non-technical policymakers.
Publication History: A record of published research or contributions to peer-reviewed journals is highly preferred.
