Job Description:

We are seeking a high-velocity and structurally elite Head of Software Development to anchor the technological engine of the company. In a specialized ICT landscape where institutional momentum is dictated by the speed of the code-relay and the precision of the architectural-filter success is defined by "Technological Sovereignty" the ability to harmonize complex backend/frontend stacks (Java, Python, React.js, Next.js) with the clinical precision required for System Architecture, Agile DevOps, and Multi-Market Implementation. This role is designed for a "Visionary Architect" specifically a veteran leader with 10 years of experience who can blend "Engineering Grit" (writing secure, future-proof code) with the "Strategic Agility" required to execute Product Roadmaps and Stakeholder Alignment.

Requirements:

1. Orchestration & Strategic Governance

• Sovereignty of the Roadmap: Provide the strategic vision and blueprint for all software development and integration activities, acting as the primary "Source of Technology Direction."

• Architectural Architecture: Oversee the design and continuous review of system architecture, providing the "Structural Foundation" for viable and scalable products.

• Integrity Stewardship: Establish and enforce "gold standards" for tools, frameworks, and coding techniques, ensuring the "Source of Engineering Quality" is elite and uncompromised.

2. Tactical Resilience & Lifecycle Logic

• Delivery Sovereignty: Oversee all aspects of the product development lifecycle (UI/UX, Testing, DevOps), acting as the primary "Source of On-Time Quality Delivery."

• Agile Architecture: Implement mechanisms to monitor and manage agile processes across teams, providing the "Functional Foundation" for collaboration and visibility.

• Engineering Stewardship: Write and maintain clean, well-tested, and secure code while fostering a culture of continuous improvement and engineering excellence.

3. Operational Integrity & Capacity Power

• Team Sovereignty: Build and manage a technical team with the optimal blend of skills, acting as the primary "Source of Talent Development."

• Communication Architecture: Articulate the company’s technological vision and feature status to management, providing the "Relational Foundation" for stakeholder trust.

• Velocity Logic: Utilize Deep Technical expertise to accelerate the "Concept-to-Market" cycle, maximizing the "Source of Institutional Throughput."

Qualifications and Skills:

Professional Profile

• Education: Bachelor’s Degree in Computer Science, Engineering, or IT (MBA/MSc is beneficial).

• Experience: Minimum of 10 years in a senior technology leadership role (Head of Development or VP Technology).

• Technical Power: Deep knowledge of Java/Python (Backend) and React.js/Next.js (Frontend) stacks.

• Specialization: Proven track record in Cloud Computing, Cybersecurity, Data Management, and System Architecture.

• Business Acumen: Understanding of budgeting, financial planning, and how technology drives ROI and business value.
