Job Description:
We are seeking a high-caliber and technically rigorous Technical Manager to lead complex project execution in Port Harcourt. In the energy and heavy infrastructure sector, success is defined by "Engineering Precision & Interface Fluidity", the ability to harmonize Civil, Mechanical, Piping, and E&I disciplines into a single, cohesive execution strategy. This role is designed for a "Technical Authority" who can blend "Advanced Project Management" with the "Engineering Grit" required to validate complex work packs and manage high-stakes tie-ins with existing live assets.
Your mission is to ensure "Zero-Clash Field Execution and Flawless System Turnover." You will be the primary steward of the Technical Execution Plan (TEP): responsible for validating weld maps, overseeing HDD/boring procedures, and driving pre-commissioning readiness toward RFSU. If you possess "Risk Mitigation Mastery," a background in EVM-based project controls, and the ability to lead multi-disciplinary teams through SIMOPS, we want you to drive our technical excellence.
Requirements:
1. Technical Architecture & Field Engineering
TEP Ownership: Define and own the Technical Execution Plan (TEP), ensuring seamless discipline interfaces across Civil, Mechanical, Piping, E&I, Corrosion, and Fabrication.
Validation Authority: Rigorously validate method statements, work packs, weld maps, isometrics, and trenching/backfill specifications.
Real-Time Problem Solving: Direct field engineering teams to resolve site clashes and fit-up issues in real-time, preventing project bottlenecks.
2. Risk Governance & Commissioning Excellence
Risk Register Stewardship: Maintain the technical risk register and lead critical safety reviews including HAZID, HAZOP, CHAZOP, and SIMOPS planning to ensure ALARP outcomes.
Commissioning Readiness: Direct the transition from Mechanical Completion (MC) to Ready for Start-Up (RFSU), managing flushing, leak tests, loop checks, and energization matrices.
Quality & Compliance: Enforce code compliance and client standards, managing regulatory inspections and the progressive close-out of NCRs and punch-list items.
3. Interface & Resource Governance
Interface Management: Coordinate complex crossovers with surveys, third-party utilities, and live assets, ensuring tie-in readiness during critical shutdown windows.
Material Integrity: Oversee MTO/BOM integrity, material traceability, and PMI (Positive Material Identification) to ensure zero material-related failures.
Scope & Cost Integration: Use Earned Value Management (EVM) to integrate schedule and cost with technical scope, quantifying change impacts and recommending recovery plans.
