Job Description:
We are seeking a high-precision Proposal Engineer to serve as the strategic lead for our bidding and tendering operations. In a competitive engineering environment, winning contracts depends on more than just low costs, it requires the ability to translate complex technical requirements into a compelling, compliant, and commercially viable roadmap. This role is designed for a "Bid Strategist", someone with 5–7 years of experience who can dissect a Bill of Quantities (BOQ) with the same rigor they apply to a project timeline.
Your mission is to lead the bid lifecycle from initial tender analysis to final submission. You will be the central hub, coordinating inputs from Engineering, Procurement, and QA/QC to ensure our proposals are technically bulletproof and commercially competitive. If you possess the analytical grit to interpret complex engineering drawings and the discipline to manage high-pressure deadlines, we want you to lead our proposal team.
Requirements:
1. Technical Analysis & Bid Architecture
Tender Dissection: Conduct deep-dive reviews of tender and bid documents to identify critical technical requirements, risks, and unique project constraints.
Document Synthesis: Interpret engineering drawings, Bills of Quantities (BOQ), and technical specifications to develop a structured, compliant, and highly competitive proposal submission.
Cost Estimation: Collaborate with the estimating team to perform rigorous cost analysis, ensuring that all technical solutions align with commercial feasibility.
2. Cross-Functional Coordination
Project Synergy: Act as the primary coordinator between Engineering, QA/QC, and Procurement to gather the necessary data points, certifications, and pricing for a holistic bid.
Commercial Dialogue: Support clarification meetings and commercial discussions with clients, providing technical justification for the proposed solutions.
Record Integrity: Maintain meticulous records of all proposal activities, ensuring that previous bids are cataloged for "Lessons Learned" and historical data analysis.
3. Performance Reporting & Monitoring
Activity Tracking: Prepare monthly proposal activity reports, highlighting win/loss ratios, upcoming tender opportunities, and internal process efficiencies.
Process Excellence: Continuously refine the bidding process to improve submission timelines and proposal quality.
Qualifications and Skills:
Professional Profile
Education: B.Eng / HND in Engineering or a related technical discipline.
Experience: 5 – 7 years of progressive experience in proposals, estimating, or tendering within an Engineering or Industrial environment.
Technical Savvy: Advanced ability to interpret engineering drawings and perform complex cost-benefit analyses.
Professional Status: Membership in a professional engineering body (COREN, NSE, etc.) is a significant advantage.
Core Competencies
Bid Management: Mastery of the full tendering lifecycle, from EOI (Expression of Interest) to final contract principles.
Communication: Exceptional ability to convey technical concepts clearly to both engineers and commercial stakeholders.
Tool Proficiency: Advanced skills in MS Office (specifically Excel) and industry-standard estimating tools.
