Job Description:

Catholic Relief Services (CRS) is seeking a dedicated State MEAL Officer to drive the monitoring and evaluation framework for the CDC-funded global childhood immunization project (POISED) in Kebbi State. This role is pivotal in ensuring that immunization services reach zero-dose and under-immunized children, particularly in high-need and fragile settings. You will be instrumental in strengthening surveillance systems, tracking program performance, and leveraging data-driven insights to eliminate vaccine-preventable diseases (VPDs) like polio, measles, and rubella.

Requirements:

  • M&E Strategy: Design and implement robust M&E frameworks tailored for routine immunization (RI) and polio eradication initiatives in Kebbi state.

  • Data Integrity & Management: Manage end-to-end data processes—including collection, entry, validation, and advanced analysis—using industry-standard digital tools such as DHIS2, COMMCARE, ODK, and Kobo Toolbox.

  • Performance Tracking: Monitor key performance indicators (KPIs), conduct supportive supervision, and perform field visits to ensure high-quality program implementation.

  • Reporting & Visualization: Develop actionable dashboards and data visualizations (Power BI, Excel) to support decision-making, while ensuring timely submission of weekly, monthly, and annual reports to the State Team Lead.

  • Capacity Building: Mentor health workers and LGA immunization officers on data management, M&E best practices, and the use of digital tracking/GIS mapping tools.

  • Stakeholder Coordination: Collaborate closely with the Kebbi State Primary Health Care Development Agency (SPHCDA), WHO, UNICEF, and other implementing partners to align MEAL strategies with national and global standards.

  • Operational Research: Provide technical support for operational research initiatives to improve program impact and document best practices.

Qualifications and Skills:

  • Education: Bachelor’s degree in Public Health, Statistics, Information Technology, Computer Science, or Health Sciences. (Master’s degree is highly preferred).

  • Experience: 3–5 years of professional experience in data management, disease surveillance, or public health program management.

  • Technical Expertise:

    • Strong familiarity with RI, SIAs (Supplementary Immunization Activities), and zero-dose reduction strategies.

    • Advanced proficiency in data analysis software (SPSS, STATA, Excel, Power BI).

    • Working knowledge of GIS tools (QGIS, ArcGIS) for immunization coverage mapping.

  • Competencies: Exceptional analytical and problem-solving skills, high attention to detail, and proven ability to communicate complex data insights to diverse stakeholders.
