Job Description:
- The Shallow Water Offshore (SWO) Pipeline Installation Manager will manage pipeline design, construction and installation and provide safe, cost-effective, timely execution, commissioning, start-up and handover for HA / HB Buko Projects pipelines.
- Support Front-End scope as required on HA / HB Buko Projects and Manage execute phase; including detailed design, through construction, commissioning and start-up.
Supervisory Level: Supervisor
Key Responsibilities
- Manage the preparation of pipeline engineering specifications for construction, installation, and pre-commissioning with good understanding of welding and NDT techniques and pipeline protection systems.
- Manage Pipeline scope delivery by providing technical, community affairs, HSSE and commercial direction comprising of design checks, material procurement, tendering/contract management, site supervision and interface management activities to ensure quality delivery.
- Manage pipeline design and installation to ensure the application of appropriate construction/installation considerations
- Mange pipeline coating/construction/installation contractor(s) to ensure the appropriate application of company/industry standards and good practice.
- Manage contractor performance at all stages of pipeline projects by maintaining business and technical controls and cost challenges and undertake compliance audits to ensure compliance with contract terms and conditions and appropriate delivery of all contract deliverables.
- Integrate construction/installation activities into the overall installation contract and project schedule.
- Provide onshore/offshore supervision of the construction/installation activities as required.
- Support the definition of the functional requirements of the pipeline system in respect of volumes, pressures, temperatures including corrosion tolerance based on the predicted process data.
- Ensure timely application and availability of requisite licenses and permits.
- With the aim of increasing efficiency and realizing reductions in unit technical costs and life cycle costs, identify new technologies applicable to surface pipeline operations and environment; conduct evaluation both technically and commercially, and where appreciable opportunities exist, progress and manage deployment.
- Lead and contribute to Project HSE plans, Technical Safety reviews (HAZID, HAZOP etc), review Contractors' HSE and quality plans to ensure compatibility with relevant Codes, Standards and specifications.
- Identify and evaluate process hazards, develop hazardous area classification, and contribute to the development of Hazards and Effects Management Process documentation.
- Contribute to the preparation of Project Execution Plans and support the pipeline cost estimating input for HA / HB Buko Projects.
- Manage delegated authorities of any contracts as per applicable Contract Management Guideline with special emphasis on the HSSE issues of the contractor.
- Prepare and issue progress reviews and financial performance reports as required.
- Coach and mentor sub-ordinates/young graduate and ensure that all members of the team have personal development plans and also receive coaching and mentoring.
- Build relationships to collaborate and manage interfaces with key stakeholders including project, asset and discipline teams and customers to ensure seamless execution of HA / HB Buko pipeline scope.
- Manage pipelines handover to operations with required operating procedures, inspection and maintenance plans, Management of Change documents (MOC), Permit to Work system, as built drawings, engineering data books including NDT records, performance standards, and fitness for start-up certificates.
- Lead, coach, develop and manage own staff, contributing to effective and timely development and deployment of project delivery resources; and contribute to continuously raising the quality of project execution.
Job Dimension:
- Scope: Installation and start-up of at least 3 major offshore pipelines totalling circa 166km (max) in average water depth 17m in the Niger Delta.
- Budget: Influence on CAPEX: Approximately US$500 Million.
- Team: Direct supervision of 3no Engineers.
Stakeholders:
- Internal - Production & Asset Managers, Logistics, Maritime, IM/IT, C&P, Engineering Discipline, SCD, Finance; HSE; Legal, BGR.
- External - Contractors, Vendors, Service Providers, Regulators, JV partners, Host State governments and communities

Requirements:
- Minimum Bachelor's Degree in Mechanical, Civil or Materials Engineering (or related/equivalent Engineering discipline from a reputable institution).
- Minimum 15 years in Project Engineering / Construction Engineering / Pipeline Construction Role.
The following professional qualification will be added advantage:
- Professional (NSE membership/COREN registered) / Chartered Engineering Qualification.
- APM Chartered Project Professional or Enroute to APM ChPP.
- The successful candidate should have
- Direct experience with end-to-end responsibility for the installation of pipelines in shallow waters and in complex environments.
- Demonstrated experience across all aspects of offshore pipeline design, installation, and commissioning, especially in shallow waters and in complex environments.
- Proven contractor management skills and experience with managing unexperienced or difficult contractors in challenging circumstances
- Strong leadership and interpersonal skills with experience supervising multidisciplinary teams.
- A demonstrable commitment to HSE and Quality.
- Working knowledge of a broad range of pipeline-engineering systems, tools and practices.
- A thorough understanding of project economics. Extensive experience engaging with government authorities, Regulators, partners and host communities.
- Well-developed relationship skills as you will have to work in a multi-cultural, diverse environment and manage professional relationships including Partners.
- Highly developed team player qualities.
- Excellent communication skills (i.e. report writing and presentation) including proficiency in Microsoft Office applications are essential.
