Job Description:

The Officer, Country HR and Admin provides essential HR and Administrative support for the HR department. You will be responsible for operational oversight of key functions including talent acquisition, staff relations, administration, and performance management support. This role requires an individual capable of performing essential functions effectively, ensuring compliance with both organizational policies and local labor laws.

Requirements:

HR and Administration Management:

  • Policy & Strategy: Participate in reviewing national staff policies, support the interpretation of HR procedures, and assist in implementing departmental strategic planning.

  • Compliance & Audit: Conduct field travel to project offices to ensure adherence to HR procedures and support audit/compliance processes.

  • Talent Acquisition: Facilitate the recruitment process, advise hiring managers, prepare recruitment tracking reports, and ensure fair and transparent hiring practices.

  • Employee Lifecycle: Oversee onboarding/orientation, manage employee contracts and personnel documentation (including letters for transfers/promotions), and facilitate separation/terminal benefit processes.

  • HR Systems: Maintain compensation databases and ensure all personnel files are accurate and securely updated on the cloud (Office 365).

  • Performance Management: Process timely performance reviews, support goal setting, and assist supervisors in identifying training needs and performance gaps.

  • Liaison: Collaborate with the Certified Public Accountant regarding NSSF and Income tax payment schedules.

Admin Support:

  • Logistics & Compliance: Organize visa applications and immigration clearance for international staff.

  • Facilities Management: Track lease agreements and utility bills, ensure timely replenishment of office/guesthouse supplies, and coordinate facility staff.

  • Operations: Manage office space utilization and guesthouse accommodation bookings.

Qualifications and Skills:

  • Education: Bachelor’s degree in a related field (HR Management preferred); an equivalent combination of education and experience will be considered.

  • Experience: 3+ years as an HR Generalist. Previous experience with International Medical Corps is a plus.

  • Knowledge: Proficiency in local labor laws, employment standards, and Human Resource Information Systems (HRIS).

  • Skills:

    • Strong MS Office proficiency and technological adaptability.

    • Excellent conflict management, communication, and interpersonal skills.

    • Highly organized, detail-oriented, and capable of multi-tasking.

    • Ability to maintain confidentiality and foster trust.

    • Flexible and comfortable working under pressure and meeting deadlines.
