ECI work across Health/ Nutrition, Education, Food Security and livelihood, Wash, Sanitation, and Hygiene (WASH), Peace building Conflict Resolution, Climate change Adaptation and Environmental Sustainability, Protection, with strong focus on sexual and gender-based violence (SGBV). El-Ezhar Care Initiative is in consortium with Murmushi people’s Development (MPDF) Foundation as the lead partner and Clear View Integrity Initiative (CVIF) to implement an integrated UNICEF supported programme across six LGAs of Adamawa State: Gombi, Hong, Mubi North, Mubi South, Michika ad Madagali.

Job Description:

  • The Human Resource Officer manages full employee life-cycle ioncluding recruitment, on-boarding, contract administration, and performance evaluation.
  • They ensure employees comply with ECI internal policies and donor regulations, and local labor law act.

Line Management/Position in the Organization:

  • El-Ezhar Care Initiative (ECI)
  • Reports to the Program Manager.

Key and Responsibilities

  • Ensure compliance with HR policies and procedure
  • Ensure HR database are follow-up, tools are updated on regullar basdes.
  • Follow up administrative documents and track personel files deadelines ( probation period, apprasals, contrats, amendements, ID cards tec).
  • Follow up attendance , days off and leaves
  • Ensure the preparation of contracts (new recruitment s, contract extensions or renewals) and awareness of employee of contract terms and conditions, internal HR policies and other ECI policies.
  • For each end of contract, ensure that the exit process is followed as per written in the ISR
  • Supervise the filling and archiving process and ensure that security of physical and digital documents .
  • Ensure fulfillment of salaries process (salary advance, payslips signature)
  • Any other task assigned

Archiving:

  • Supervise the filling and archiving process and ensure that security of physical and digital documents .
  • Monitor the preparation of HR files for any internal / external audit.

Recruitment:

  • Ensure that all recruitment done at base level are in compliance with ECI procedures
  • Ensure the proper filling of all recruitment files
  • Ensure newly employees are inducted.

Capacity Building:

  • Gather training needs of the various department
  • When requested, conduct internal training related to HR rules and policies
  • Identify external training sources.

Internal and external coordination:

  • Enable an effective collaboration with various departments as well as with the coordination of other bases
  • Participate to external HR working group.

Requirements:

  • BSc / HND in Social Science, Public Administration, Human Resource or related fields
  • Good knowledge and understanding of DO NO HARM principles and established international child protection standards (especially UNICEF)
  • Professional qualifications is an added advantage (IMC, CIPM, NIM, ISMI)

Experience:

  • Minimum of 2 to 5 yearsof progressive relevant work experience in HR or administrative experience , ideally within the humanitarian or NGO sector/ emergency settings.

Skills and Competencies:

  • Strong ability to work independently, organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail
  • Excellent interpersonal and problem-solving skills, creativity and flexibility
  • Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well.
  • Ability to read and write in both English and others languages appropriately in Northeast Nigeria
  • Skills in training and management
  • Proficiency in the use of computers (MS Word, Excel, Power Point Presentation).
  • Should be multitasking and can work with little or no supervision.
  • Ability to work as part of a team and to provide quality and timely support and services.
  • Professionalism and flexible attitude to work
  • Ability to work under pressure and flexibility to adjust work schedules and priorities.

Preferred Skills:

  • Knowledge of humanitarian sector.
  • Ability in aligning environment with few support services
  • Experience working with donor funded project
  • Ability to speak English fluently, Hausa and other local languages desirable.
  • Familiarity with financial management and reporting requirements of major donors.
  • Excellent English written, verbal communication and report writing skills tomanage relationship in potential tense situations.
  • Ability to work in a multicultural environment and adapt to diverse contexts.

Organizational Requirement:

  • The post holder will, at all times, carry out his/her responsibilities with the utmost respect for the protection of children by the ECI’s Child and Vulnerable Person/persons Safeguarding Policy.
  • The post holder will be required to respect ethnic and racial differences during and after work hours.
  • The post holder will report to the PROGRAM MANAGER
  • To be committed to and share in the outworking of ECI’s Vision, Mission and Values
  • The post holder will be expected to behave according to ECI’s ‘Code of Conduct’

Safeguarding and Protection:

  • Efforts will be made to ensure adequate exclusion of minors, young and other vulnerable adults who are not legally authorized to work from the scheme to ensure that the project is devoid of litigationand court injunctions.
