Job Description:
- Commercial, Bids & Contracts Manager is responsible for managing the organization's Job commercial activities across the full contract and tender lifecycle, from opportunity identification and bid preparation through contract negotiation, award, execution, variations, claims, payment, and final close-out.
- The role The combines commercial management, tender/bid management, contract administration, cost and revenue protection, risk management, client relationship management and commercial performance monitoring.
- The position holder will ensure that all bids and contracts are commercially viable, competitively positioned, contractually sound, properly documented and aligned with the organization's strategic and financial objectives.
- The role will work closely with Business Development, Finance, Procurement, Legal, Operations, Projects, Engineering, HSE and senior management to protect the company's commercial interests and maximize profitability.
Key Responsibilities
Commercial Management:
- Develop and implement commercial strategies for projects, contracts and business opportunities.
- Evaluate the commercial viability and profitability of prospective projects and contracts.
- Review project budgets, cost estimates, revenue projections and commercial assumptions.
- Monitor project commercial performance against approved budgets and contractual obligations.
- Identify opportunities to improve project margins, revenue and cash flow.
- Establish commercial controls for projects and contracts.
- Review and approve commercial submissions within delegated authority.
- Monitor actual costs against budgets and identify cost overruns at an early stage.
- Prepare commercial reports for management review.
- Develop pricing strategies that balance competitiveness, profitability and risk.
- Support management in evaluating new business opportunities and strategic partnerships.
- Monitor market trends, competitor pricing, client requirements and industry developments.
- Ensure commercial decisions are supported by accurate financial and operational data.
Bids and Tender Management:
- The Commercial, Bids & Contracts Manager will lead the end-to-end tender process.
Tender Opportunity Management:
- Monitor and identify relevant tenders, RFQs, RFPs, EOIs and commercial opportunities.
- Review tender invitations and prequalification requirements.
- Conduct initial bid/no-bid assessments.
- Evaluate tender requirements, scope, timelines, commercial terms and risks.
- Prepare tender opportunity reports for management approval.
- Maintain a comprehensive tender opportunity pipeline.
Requirements:
Bid Preparation:
- Coordinate multidisciplinary teams in preparing bids and proposals.
- Develop tender submission schedules and assign responsibilities to relevant departments.
- Review technical, commercial and contractual requirements contained in tender documents.
- Coordinate preparation of commercial proposals, pricing schedules and financial submissions.
- Ensure all tender requirements are properly addressed before submission.
- Prepare bills of quantities, pricing schedules, cost build-ups and commercial summaries where applicable.
- Coordinate with technical teams to ensure consistency between technical and commercial submissions.
- Obtain quotations and commercial inputs from suppliers, subcontractors and service providers.
- Validate pricing assumptions and ensure appropriate allowances for overheads, contingencies, escalation and profit.
- Ensure bids comply with client instructions and submission requirements.
- Coordinate final bid review and management approval.
- Maintain bid records, clarifications, addenda and correspondence.
- Conduct post-bid analysis to determine reasons for successful or unsuccessful bids.
Contract Management:
- Review contracts before execution and identify commercial, financial and operational implications.
- Coordinate contract review with Legal, Finance, Operations and relevant technical teams.
- Maintain a contract register covering all active and completed contracts.
- Ensure contract deliverables, milestones, obligations and deadlines are properly tracked.
- Monitor compliance with contractual obligations.
- Identify unfavorable or ambiguous contractual provisions and recommend appropriate actions.
- Manage contract amendments, extensions, renewals and variations.
- Prepare and review contractual correspondence.
- Ensure proper documentation of contractual instructions and approvals.
- Monitor client and contractor/subcontractor compliance with contractual requirements.
- Support contract negotiations with clients, consultants, suppliers and subcontractors.
- Ensure contracts are properly closed out following completion of obligations.
