About Company:

The Nigerian Content Development and Monitoring Board (NCDMB) was established in 2010 by the Nigerian Oil and Gas Industry Content Development (NOGICD) Act. NCDMB is vested with the mandate to make procedures that will guide, monitor, coordinate, and implement the provisions of the NOGICD Act signed into law on April 22, 2010. 

Job Description:

  • Implement the approved Quality Management System (QMS) and project quality plans for electrical works
  • Ensure electrical construction activities comply with approved ITPs, method statements, and procedures
  • Conduct thorough inspections of static equipment (pressure vessels, tanks, piping) to ensure compliance with engineering drawings, codes, and standards.
  • Perform visual inspections, dimensional checks, and non-destructive testing (NDT) to identify defects and ensure structural integrity.
  • Review and verify welding procedures, welder qualifications, and welding quality to maintain the highest standards of workmanship.
  • Monitor and control quality documentation, including inspection and test plans, material certificates, and welding records.
  • Implement and maintain quality contrel procedures, ensuring adherence to project specifications and client requirements.
  • Provide technical expertise and guidance on quality-related matters to project teams and contractors.
  • Conduct and coordinate inspections for electrical installations including containment, cabling, equipment installation, and terminations
  • Prepare, submit, and follow up Inspection Requests (IRs) with consultants and clients
  • Witness and verify testing activities such as insulation resistance tests, continuity tests, earth resistance tests, functional testing, and pre-commissioning
  • Review electrical material submittals and ensure only approved materials are used on-site
  • Maintain quality records ineluding IRs, test reports, checklists, and calibration certificates Raise, track, and close Non-Conformance Reports (NCRs), observations, and corrective actions
  • Ensure electrical installations comply with contract documents, drawings, specifications, and authority requirements
  • Support authority inspections, energization approvals, and final certification
  • Coordinate QA/QC activities with construction teams, subcontractors, and consultants
  • Provide guidance to site teams on electrical quality requirements and workmanship standards
  • Participate in quality meetings, audits, and site walkthroughs
  • Support pre-commissioning, commissioning, and energization activities
  • Verify system readiness prior to handover
  • Assist in preparation and review of as-built drawings and O&M manuals.

Requirements:

  • Bachelor's Degree in Engineering, Quality Management, or related discipline.
  • Minimum 8 years QA/QC experience in oil & gas projects.
  • Certified Quality Auditor or equivalent certification is preferred.
  • Strong understanding of ISO 9001 and project quality systems.
  • Experience with fabrication, construction, or contmissioning quality processes.
  • Proven experience with NDT methods such as UT, RT, and PT, ensuring proficiency in defect detection and assessment.
  • Demonstrates fluency in English, both written and verbal, for effective communication and report writing.
  • Exhibits strong analytical and problem-solving skills, enabling effective identification and ecsolution of quality issues
  • A team player with excellent communication and interpersonal skills, facilitating collaboration within project teams.
  • Physically fit and capable of working in various environments, including beights and confined space, for site inspections.
  • Familiarity with relevant international codes and standards such as ASME, ASTM, and EN, ensuring compliance.
