Job Description:
CENSCOPE is seeking a visionary and result-oriented Program Manager to lead our humanitarian initiatives. In this role, you will be the strategic anchor of our programs, ensuring that project activities are not only executed with precision but also remain deeply aligned with humanitarian core standards and donor expectations. You will manage complex budgets, lead high-performing field teams, and engage with high-level stakeholders, including UN agencies and government counterparts. Requirements:
1. Strategic Program Leadership & Implementation
Project Lifecycle Management: Provide end-to-end oversight of humanitarian programs, ensuring that planning, execution, and monitoring align with the CENSCOPE strategy.
Operational Excellence: Manage work plans and timelines with a focus on high-impact results, ensuring that resources are used efficiently to meet the needs of vulnerable populations.
Adaptive Management: Proactively identify risks and challenges in the field, proposing innovative solutions to ensure program continuity in shifting environments.
2. Financial Stewardship & Compliance
Budget Oversight: Take full responsibility for program budgets, ensuring all expenditures are transparent, justifiable, and compliant with donor guidelines.
Regulatory Governance: Ensure all activities adhere to Humanitarian Core Standards, organizational policies, and specific donor legal requirements.
Audit & Reporting: Lead the production of high-quality analytical reports and presentations for donors and internal leadership.
3. Stakeholder Engagement & Team Synergy
Coordination Excellence: Act as the primary liaison between CENSCOPE and external partners, including UN agencies, NGOs, and government bodies.
People Management: Supervise and mentor program staff, fostering a culture of teamwork, capacity building, and zero tolerance for harassment or exploitation.
Strategic Planning: Contribute to proposal development and needs assessments to secure future funding and expand CENSCOPE's humanitarian footprint.
Qualifications and Skills:
Professional Background
Education: Bachelor’s degree in Project Management, International Development, or Social Sciences (Master’s degree is highly preferred).
Experience: 5–8 years of relevant experience, with at least 3 years in a leadership role within a humanitarian setting.
Field Readiness: Willingness to travel to remote field locations to oversee operations firsthand.
Core Competencies
Humanitarian Principles: Deep knowledge of the "Do No Harm" framework and core humanitarian standards.
Analytical Thinking: Strong report-writing and presentation skills with the ability to manage multiple high-pressure priorities.
