Job Description:
We are seeking a highly organized, ethically unyielding, and strategically minded Procurement Specialist to lead and optimize our country-level procurement infrastructure. Based at the capital office, you will serve as the core technical expert responsible for the end-to-end supply chain lifecycle. You will translate program needs into compliant, cost-effective procurement action plans, coordinate large-scale market consultations (Tenders, Expressions of Interest), and protect institutional integrity against fraud and supply chain disruptions.
The ideal candidate possesses deep market familiarity within the Nigerian NGO ecosystem, excellent negotiation skills, and a commitment to implementing environmentally responsible and donor-compliant procurement frameworks.
Requirements:
1. Supply Chain Strategy & Market Consultation
Strategic Mapping: Contribute to the country procurement strategy, designing and monitoring a detailed action plan that anticipates program requirements and optimizes procurement procedures against market realities.
Tender Architecture: Publish annual Calls for Expression of Interest and initiate large-scale Capital Calls for Tender. Conduct rigorous market analysis and supplier sourcing to build an expansive, competitive vendor pool.
Technical Collaboration: Accompany internal project applicants in drafting precise Terms of Reference (ToRs) and high-quality technical specifications.
2. Capital Procurement Management & Compliance
Procedure Enforcement: Execute capital-level procurement in strict alignment with ACF standards and specific institutional donor regulations (e.g., USAID, ECHO, FCDO, BHA).
Risk & Standard Governance: Define procurement benchmarks, monitor lead times actively, and issue early alerts regarding pipeline constraints or logistical delays.
Responsible Sourcing: Develop and embed a sustainable, responsible procurement approach by integrating clear environmental and eco-friendly criteria into vendor selection frameworks.
3. Supplier Relations & Quality Assurance
Vendor Management: Maintain and update the country supplier database through continuous market prospecting, deep negotiations, structured contracting, and performance evaluations.
Due Diligence Audits: Conduct mandatory, systematic field and site visits for all new vendors, documenting operational capacities via formal Visit Reports.
Policy Alignment: Ensure all contracted suppliers thoroughly understand and sign off on ACF policies, including Gender Equality, Anti-Fraud, and Safeguarding guidelines. Coordinate investigations and corrective measures in the event of compliance infractions.
Contract Disputes: Manage and resolve technical or legal disputes arising from signed vendor agreements, ensuring that delivered goods exactly match initial technical expectations.
4. Risk Mitigation & Anti-Corruption Controls
Fraud Prevention: Map out vulnerability points within the procurement lifecycle; implement proactive preventive controls to eliminate corruption, bid-rigging, and conflicts of interest.
Audit Readiness: Raise staff awareness regarding procurement fraud vectors and ensure swift, thorough implementation of internal and external audit recommendations.
Qualifications and Skills:
Education & Experience
Degree: Minimum of a Bachelor’s Degree in Procurement, Supply Chain Management, Logistics, Business Administration, or a closely related discipline.
Track Record: Minimum of three (3) years of verifiable, progressive experience operating as a Procurement Officer, Logistics Specialist, or in a related supply chain role.
Sector Background: Prior experience working within an International NGO (INGO) or health-focused humanitarian organization is highly advantageous.
Technical Competencies
Regulatory Mastery: Solid structural understanding of competitive bidding systems, local contract laws, and major international humanitarian donor procurement guidelines.
Software Fluency: Highly proficient in the Microsoft Office Suite (Advanced Excel for bid-scoring matrices, Word, PowerPoint, Outlook).
Language Dynamics: Fluency in English is mandatory. Working knowledge of one or more national or regional Nigerian languages is a strong asset.
