Job Description:
We are seeking a high-velocity and ethically elite Procurement Officer to anchor the resource engine of the BHA-funded consortium. In the specialized landscape of humanitarian aid where the timely delivery of Health, WASH, and Nutrition supplies is a matter of survival success is defined by "Supply Sovereignty", the ability to harmonize complex donor regulations (BHA/IRC) with the clinical precision required for Market Analysis, Tender Evaluation, and ERP (Integra) Management. This role is designed for a "Resource Architect" with at least 3 years of experience who can blend "Field Grit" (conducting supplier due diligence in difficult environments) with the "Technical Agility" required to maintain value-for-money across multisectoral interventions.
Requirements:
1. Sourcing Orchestration & Compliance Governance
Procurement Sovereignty: Implement procurement plans and strategies with millimetric focus, acting as the primary "Source of Program Fulfillment."
Regulatory Architecture: Assist in implementing donor rules and identifying compliance risks, providing the "Structural Foundation" for internal and external audit success.
Integrity Stewardship: Implement due diligence and identify "Red Flags," ensuring the "Source of Ethical Procurement" is elite and uncompromised.
2. Tactical Resilience & Contract Logic
Contract Sovereignty: Execute and manage supplier contracts against set performance indicators, acting as the primary "Source of Terms & Conditions Adherence."
Market Architecture: Perform detailed market analyses and financial report reviews, providing the "Functional Foundation" for transparent and documented negotiations.
Tender Stewardship: Participate in tender meetings and prepare bid analyses, maintaining the "Source of Competitive Selection."
3. Operational Integrity & Relationship Power
Supplier Sovereignty: Manage supplier relationships and maintain precise performance scorecards, acting as the primary "Source of Vendor Reliability."
ERP Architecture: Process approved purchase requests through Integra software, providing the "Relational Foundation" for data accuracy and transparency.
Velocity Logic: Utilize 3 years of Supply Chain expertise and Microsoft Suites to provide constructive support to other departments, maximizing the "Source of Integrated Response Throughput."
Qualifications and Skills:
Professional Profile
Education: Diploma or Degree in a relevant field; ERP (Integra) experience is a must.
Experience: Minimum of 3 years in Supply Chain/Procurement, preferably in a humanitarian or NGO context.
Domain Power: Deep knowledge of GSC standards, donor regulations, and contract management.
Capability: High level of integrity; ready to work in difficult environmental conditions in Gusau and surrounding areas.
Core Competencies
