Job Description:
We are seeking a high-caliber Procurement Manager to lead the strategic sourcing and supply chain operations for our Oil & Gas division in Delta State. In the upstream and midstream sectors, procurement is the lifeline of project continuity; a single day of delay in specialized equipment can stall multi-million naira operations.
Your mission is to architect a resilient, cost-effective, and compliant supply chain. You will be responsible for the end-to-end procurement lifecycle—from managing complex technical tenders and international vendor relations to ensuring 100% adherence to Nigerian Content (NOGICD Act) regulations. If you have the commercial grit to negotiate high-value contracts and the technical depth to manage oilfield equipment procurement, we want you to lead our supply chain.
Requirements:
1. Strategic Sourcing & Contract Engineering
Category Management: Lead the procurement of specialized Oil & Gas assets, including drilling consumables, MRO (Maintenance, Repair, and Operations) supplies, and heavy machinery.
Vendor Governance: Build and manage a "Gold Standard" database of pre-qualified local and international vendors, conducting regular performance audits and risk assessments.
Negotiation Leadership: Execute high-stakes negotiations to secure favorable terms, focusing on Total Cost of Ownership (TCO) rather than just unit price.
2. Compliance & Local Content Stewardship
NOGICD Act Adherence: Ensure all procurement activities maximize Nigerian Content, maintaining full compliance with the Nigerian Content Development and Monitoring Board (NCDMB) guidelines.
Regulatory Liaison: Manage permits, duty exemptions (where applicable), and customs clearance for imported technical equipment to ensure zero-bottlenecks at the port.
Ethical Procurement: Enforce strict anti-bribery and corruption (ABC) policies across the entire supply chain.
3. Logistics & Inventory Optimization
Supply Chain Velocity: Coordinate with the logistics team to ensure the "Just-In-Time" delivery of materials to operational sites in Delta and offshore.
Inventory Integrity: Oversee warehouse management to prevent overstocking and capital tie-up, ensuring critical spares are always available for emergency repairs.
Qualifications and Skills:
Professional Profile
Education: Bachelor’s Degree (BA/BSc/HND) in Supply Chain Management, Engineering, Business Administration, or a related field.
Certification: Membership in CIPS (Chartered Institute of Procurement & Supply) or CASSCM is highly advantageous.
Sector Expertise: Proven experience in Oil & Gas procurement is mandatory, with a deep understanding of oilfield equipment and technical specifications.
Location: Must be willing to work/reside in Delta State.
