About Company:

The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. Founded in 1933 at the request of Albert Einstein, the IRC offers lifesaving care and life-changing assistance to refugees forced to flee from war or disaster. At work today in over 40 countries and 22 U.S. cities, we restore safety, dignity and hope to millions who are uprooted and struggling to endure. The IRC leads the way from harm to home.

Job Description:

We are seeking a strategically-minded and clinically elite Medical Doctor to lead our health operations across the Mubi axis (Michika and Madagali LGAs) and support the Yola region. In a humanitarian context, success is defined by "Clinical Governance & Rapid Response", the ability to provide high-fidelity primary and reproductive healthcare while maintaining rigorous transparency and integrity. This role is designed for a "Health Systems Architect" with at least 3 years of post-NYSC experience who can blend "Clinical Mastery" with the "Managerial Oversight" required to supervise multidisciplinary health teams and outreach officers.

Your mission is to ensure "Standardized Quality Care and Life-Saving Interventions." You will be the primary technical engine of our health projects: responsible for managing emergencies, overseeing infection prevention and control (IPC), and driving the implementation of BEmONC and iCCM protocols. If you possess "Operational Integrity," a public health background, and the resilience to lead in a fast-paced NGO environment, we want you to drive our humanitarian excellence.

Requirements:

1. Technical Quality & Clinical Governance

  • Standardized Care: Apply medical expertise to the prevention, diagnosis, and treatment of illnesses according to national protocols, ensuring high-quality management of emergencies and clinical complications.

  • Referral Stewardship: Identify the need for secondary care and manage the end-to-end referral process, including pre-referral stabilization, documentation, and logistical coordination.

  • Reproductive Health (RH) Resilience: Oversee specialized RH activities, ensuring health facilities are equipped for Antenatal (ANC), Delivery, Postnatal (PNC), and Post-Abortion care.

2. Program Management & Strategic Oversight

  • Grants & Expenditure Mastery: Collaborate with the Health Manager to develop expenditure plans and review Budget vs. Actual (BVA) reports, ensuring financial resources are utilized efficiently and in line with donor requirements.

  • Data-Driven Analysis: Conduct data quality audits (DQA) using software like Commcare or Kobo Collect, monitoring morbidity and mortality trends to trigger prompt clinical actions.

  • Proposal Contribution: Provide technical insights for the design, planning, and drafting of new health proposals to secure continued impact in the region.

3. Leadership & Capacity Development

  • Mentorship & Coaching: Supervise and mentor Health Officers and Outreach teams, providing clear expectations, annual performance objectives, and documented semi-annual reviews.

  • Continuous Education: Develop and conduct ongoing training programs for facility staff, focusing on capacity building in Basic Emergency Obstetric and Neonatal Care (BEmONC).

  • Inter-Sectoral Synergy: Collaborate with Women’s Protection & Empowerment (WPE) and WASH sectors to ensure a holistic, integrated service package for the community.

Qualifications and Skills:

Professional Profile

  • Education: Degree in Medicine and Surgery (MBBS) from a recognized institution. A Master’s in Public Health (MPH) is a significant advantage.

  • Experience: Minimum of 3 years post-NYSC in clinical medicine and public health, with a preference for previous NGO experience.

  • Technical Mastery: Training in BEmONC, iCCM, and EPI is highly preferred. Full competency in Microsoft Office and data collection tools (Kobo/Commcare).

Core Competencies

  • Managerial Grit: Proven ability to supervise staff, handle multiple tasks in a fast-paced environment, and meet tight deadlines.

  • Cultural Diplomacy: High sensitivity to local social and political issues, with the ability to build relationships with government actors and LGA stakeholders.

  • Language: Fluent English is required; the ability to speak Hausa is a significant added advantage.
