Job Description:

We are seeking a high-caliber and strategically resilient Human Resources Coordinator to anchor our mission operations in Maiduguri, Borno State. In the context of North-East Nigeria's protracted crisis, success is defined by "Operational Readiness", the ability to engineer an HR infrastructure that supports 8.3 million people in need while ensuring the "Duty of Care" for our frontline National and International staff. This role is designed for a "Strategic People Architect" with at least 4 years of NGO managerial experience who can blend "HR Strategy" with the "Diplomatic Grit" required to navigate local labor laws and humanitarian principles.

Your mission is to ensure "Absolute Structural Integrity and Staff Well-being." You will be the primary steward of the mission’s human capital: responsible for designing salary grids, lead recruitment in a volatile market, and formalizing safeguarding frameworks. If you possess "Strategic Vision," a commitment to PSEA principles, and the ability to mentor multicultural teams under stress, we want you to drive our humanitarian sovereignty.

Requirements:

1. Mission Strategy & Fiscal Governance

  • HR Architecture: Lead the design and implementation of the HR strategy, aligning the mission organigram and management lines with INTERSOS standards and programmatic needs.

  • Budget Stewardship: Direct the HR forecasting and budgeting process, ensuring project proposals are financially compliant and adequately resourced for personnel needs.

  • Policy Engineering: Update and formalize HR policies, remuneration systems, and learning development plans to ensure the mission remains a "Responsible Employer" in the BAY states.

2. Workforce Lifecycle & Recruitment Sovereignty

  • Talent Acquisition: Oversee a punctual and smooth recruitment process, utilizing local labor market intelligence to recruit high-potential professionals for both National and International roles.

  • Onboarding Excellence: Ensure a rigorous induction and orientation process, guaranteeing that all personnel—from local staff to expatriates—are integrated with clear mission objectives.

  • Compensation Analytics: Accountable for the salary grid and benefits policy, conducting regular benchmarks with other INGOs to maintain competitive and equitable remuneration.

3. National & International Staff Governance

  • Performance Governance: Lead the Internal Review Performance (IRP) process, ensuring all staff receive regular, high-fidelity evaluations and growth opportunities.

  • Misconduct Management: In collaboration with the Head of Mission, address behavioral misconduct and disciplinary measures in accordance with INTERSOS policies and local labor law.

  • Expatriate Support: Support International Staff through the entire assignment lifecycle, including visa/permit logistics, debriefing, and capitalization of experiences.

4. Duty of Care & Safeguarding Mandate

  • Staff Well-being: Promote initiatives for mental and physical health, fostering a positive work environment and acting as a mediator for internal conflict resolution.

  • Safeguarding Integrity: Ensure all management practices align with the INTERSOS Safeguarding Framework and PSEA (Prevention of Sexual Abuse and Exploitation) principles.

  • Legal Diplomacy: Liaise with national authorities and legal advisors to ensure 100% compliance with Nigerian labor regulations and donor requirements.

Qualifications and Skills:

Professional Profile

  • Education: Essential Degree in Psychology, International Relations, Economics, or Political Science. A Master’s in HR Management is highly desirable.

  • Experience: Minimum 4 years in HR Management, with at least 2 years in a managerial role within a humanitarian/NGO context.

  • Language: Fluency in the mission language is essential; local working languages are a distinct advantage.
