Job Description:
We are seeking a high-velocity and strategically elite Referral Officer to anchor the patient-transition engine of our Monguno operations. In the specialized landscape of humanitarian health response, success is defined by "Clinical Continuity", the ability to harmonize field-based triage with the clinical precision required for Two-Way Referral Systems, Basic Life Support (BLS), and Secondary Care Management. This role is designed for a "Safety Architect" (Registered Nurse with a Public Health background) who can blend "Field Grit" (overseeing ambulance IPC and mortality reviews) with the "Strategic Agility" required to manage MoH seconded staff and facilitate timely laboratory sample investigations for vulnerable groups.
Requirements:
1. Referral Orchestration & Safety Governance
Continuity Sovereignty: Lead and manage a focused two-way referral system within Monguno catchment areas, acting as the primary "Source of Seamless Patient Transition."
Clinical Architecture: Oversee patient screening, triaging, and IPC algorithms, providing the "Structural Foundation" for patient safety during movement.
SOP Stewardship: Initiate and enforce adherence to referral criteria and protocols among HWs and paramedics, ensuring the "Source of Procedural Accuracy" is elite.
2. Technical Resilience & Pharma Logic
Pharma Sovereignty: Monitor warehouse temperatures and cold chain integrity ($+2°C$ to $+8°C$), acting as the primary "Source of Vaccine and Medication Viability."
Inventory Architecture: Manage stock movements and monthly reports with clinical precision, providing the "Analytical Foundation" for pharmacy supply chain reliability.
Investigation Stewardship: Ensure timely laboratory sample collection and follow-up on prescribed expert management, maintaining the "Source of Diagnostic Fidelity."
3. Performance Integrity & Leadership Power
Management Sovereignty: Supervise MoH referral focal persons and paramedics, acting as the primary "Source of Team Motivation and BLS Competency."
Documentation Architecture: Maintain high-fidelity referral documents and medical bill tracking, providing the "Visual Foundation" for financial accountability and reimbursement.
Analytical Logic: Monitor morbidity and mortality trends to initiate prompt clinical actions, utilizing 3+ years of Health Program experience to maximize the "Source of Project Effectiveness."
Qualifications and Skills:
Professional Profile
Education: Registered Nurse (RN) with a strong background in Public Health.
Experience: At least 3 years in managing health programs, with specialized experience in referral services or outbreak response.
Language Power: Fluency in English and Hausa is required; Kanuri is a high-value strategic advantage.
