Job Description:

We are seeking a high-caliber Head of Downstream Operations to lead and revolutionize our retail and distribution network in Lagos. In a transitionary energy market, the ability to manage traditional liquid fuels alongside the growing demand for CNG and LPG is a critical competitive advantage. Your mission is to ensure safe, high-uptime, and highly profitable performance across all station assets.

As the operational lead, you will bridge the gap between technical maintenance and commercial profitability. You will oversee everything from HSSE compliance and NUPRC/DPR regulatory liaison to product forecasting and new station commissioning. If you have a background in Engineering, a minimum of 5 years in a managerial role, and a "zero-loss" mindset regarding inventory, we invite you to lead our downstream growth.

Requirements:

1. Multi-Product Operational Excellence

  • Portfolio Oversight: Manage the daily end-to-end operations of diverse assets, including liquid fuel stations, CNG compression/dispensing units, and LPG bottling/skid plants.

  • Storage & Distribution: Ensure the integrity of product storage and the efficiency of distribution networks, maintaining 100% dispensing accuracy.

  • Uptime Optimization: Lead the maintenance and technical upgrade teams to ensure that all pumps, compressors, and skids achieve maximum operational uptime.

2. Governance, HSSE & Regulatory Liaison

  • HSSE Leadership: Enforce gold-standard SOPs and Health, Safety, Security, and Environmental (HSSE) protocols across all sites to prevent incidents.

  • Regulatory Compliance: Act as the primary liaison with NUPRC (DPR) and other regulatory bodies, ensuring all licenses, permits, and inspections are current and compliant.

  • Loss Prevention: Implement rigorous stock management and reconciliation processes to identify and eliminate product shrinkage or inventory losses.

3. Financial Stewardship & Business Expansion

  • P&L Management: Manage operational budgets (OPEX), approve reconciliations, and track the profitability of individual stations to ensure corporate targets are met.

  • Growth Strategy: Support new station commissioning and field development projects, providing technical and logistical oversight for infrastructure expansion.

  • Market Intelligence: Monitor competitor pricing, service delivery trends, and technological shifts (especially in the CNG space) to maintain market leadership.

Qualifications and Skills:

Professional Profile

  • Education: Bachelor’s degree in Mechanical, Petroleum, or Electrical Engineering. A Master’s degree is highly preferred.

  • Managerial Experience: At least 5 years in a leadership/managerial role, with a total professional background that includes 2–4 years in upstream or midstream oil & gas operations.

  • Technical IQ: Deep knowledge of NUPRC/DPR regulations and experience in project management and heavy equipment servicing.

  • Certifications: Professional credentials such as COREN, PMP, NSE, or SPE are advantageous.

Core Competencies

  • Strategic Leadership: Proven ability to develop high-performing station managers and field teams.

  • Commercial Acumen: Strong skills in budgeting, financial forecasting, and operational cost control.

  • Project Management: Experience in taking a downstream asset from "greenfield" status to full commissioning.

  • Interpersonal Savvy: Ability to manage complex relationships with vendors, regulators, and host communities.

₦250,000 - ₦300,000/month
