Job Description:
We are seeking a high-level Executive Secretary to serve as the senior strategic adviser to the Director. This is a rare leadership role designed for a development-sector veteran who blends executive presence with technical programme fluency. You will be the architect of the Foundation’s grant mobilization strategy and the custodian of its humanitarian impact across Anambra State.
In this capacity, you will ensure that every naira invested in our scholarship schemes, medical outreaches, and widow-support programmes translates into measurable, sustainable change for our beneficiaries.
Requirements:
Strategic Advisory & Decision Support
Technical Counsel: Advise the Director on emerging development frontiers, including maternal and child health innovations, digital inclusion, climate-resilient livelihoods, and results-based financing.
Decision Matrices: Prepare complex programme cost decision matrices, impact dashboards, and value-for-money (VfM) analyses for high-value interventions.
Gatekeeping: Act as the strategic filter for the Director, flagging unrealistic programme claims, compliance pitfalls, or beneficiary-data integrity concerns before they escalate.
Grant Mobilization & Proposal Strategy
Winning Positioning: Analyze donor concept notes and grant calls (Bank of Industry, corporate CSR, international donors) to formulate winning submissions.
Agreement Management: Review and negotiate MoUs, partnership terms, and performance-based funding structures to ensure favorable cost-recovery and matching terms.
Document Architecture: Lead the drafting and review of high-stakes concept notes, safeguarding policies, risk registers, and programme annexes.
Stakeholder Engagement & Representation
High-Stakes Diplomacy: Represent the Director in negotiations with Anambra State Ministries (Health, Education, Women Affairs), donor agencies, and INGOs.
Community Relations: Liaise with traditional rulers (Igwes), town unions, and religious leaders to ensure community buy-in and seamless project implementation.
Coordination: Manage the Director’s programme calendar around community outreaches and board engagements to ensure mission alignment.
Qualifications and Skills:
Education & Experience
Degree: Bachelor’s degree in Public Administration, Development Studies, Law, Economics, Public Health, or related Social Sciences.
Advanced Degree: A Master’s in NGO Management, Public Policy, or International Development is strongly desirable.
Seniority: Minimum 10 years of experience in the development sector, with a proven record of grant-winning and direct executive advisory in Nigerian settings.
Mandatory Certifications
Project Management: PMP or PRINCE2.
Monitoring & Evaluation: IPDET, PM4NGOs (PMD Pro), or equivalent.
Grant Management: Specific training in donor frameworks (USAID, EU, Global Fund, or CFRE).
Technical & Sectoral Expertise
Development Literacy: Deep mastery of the Sustainable Development Goals (SDGs), Theory of Change, and gender-responsive programming.
Digital Transformation: Proficiency in field-data platforms (KoboToolbox, ODK, CommCare, or Salesforce NPSP) to reduce programme overheads.
Regulatory Knowledge: Comprehensive understanding of CAC Part F, SCUML, FIRS NGO tax filings, and the NDPR/NDPA.
Financial Modelling: Ability to audit programme budgets and conduct sophisticated cost-per-beneficiary analyses.
