Job Description:

We are seeking a high-velocity and structurally elite Evaluation Consultant to anchor the accountability engine for the GFFO-funded M2d project in Borno and Yobe States. In a specialized humanitarian landscape where institutional momentum is dictated by the speed of the result-chain analysis and the precision of the impact assessment success is defined by "Evaluative Sovereignty", the ability to harmonize complex sectoral data (WASH, Nutrition, Health, Protection) with the clinical precision required for OECD DAC Validation, Lessons Learned, and Strategic Recommendations. This role is designed for an "Impact Architect", specifically a professional with 5–8 years of experience and a relevant Master’s or Ph.D. who can blend "Methodological Grit" (conducting participatory evaluations and outcome tracking) with the "Technical Agility" required to navigate GFFO donor requirements.

Requirements:

1. Orchestration & Evaluative Governance

  • Sovereignty of Intent: Assess the extent to which ACF met project goals with millimetric focus, acting as the primary "Source of Performance Validation."

  • OECD DAC Architecture: Utilize criteria of Relevance, Coherence, Effectiveness, and Sustainability, providing the "Structural Foundation" for international-standard reporting.

  • Integrity Stewardship: Document lessons learned and best practices across technical sectors, ensuring the "Source of Institutional Knowledge" is elite and uncompromised.

2. Tactical Resilience & Sectoral Logic

  • Result-Chain Sovereignty: Analyze the integrated chain of inputs, outputs, and outcomes, acting as the primary "Source of Impact Analysis."

  • Participatory Architecture: Ensure the ethical involvement of men, women, boys, and girls in the evaluation process, providing the "Functional Foundation" for beneficiary-led insights.

  • Indicator Stewardship: Generate tracking data for outcome indicators, maintaining the "Source of Success Benchmarking."

3. Operational Integrity & Recommendation Power

  • Technical Sovereignty: Suggest priority areas for future support broken down by WASH, Livelihood, and Health, acting as the primary "Source of Future Programming Strategy."

  • Normative Architecture: Assess the impact of gender and protection interventions on social norms, providing the "Relational Foundation" for community-level change.

  • Velocity Logic: Utilize 5–8 years of emergency response expertise to accelerate the "Evidence-to-Insight" cycle, maximizing the "Source of Evaluative Throughput."

Qualifications and Skills:

Professional Profile

  • Education: Master’s Degree (Ph.D. preferred) in a field related to the evaluation scope.

  • Experience: 5 – 8 years in coordination, M&E of emergency response, and humanitarian sectors (WASH, Nutrition, Health).

  • Domain Mastery: Demonstrated experience evaluating GFFO-funded projects is highly desirable.

  • Technical Power: Fluency in English with an elite ability to write clear, concise, and technical reports.

Proposal without request of the full ToR will not be accepted. The prospective consultancy is expected to submit a brief methodology with concept note while responding to this expression of interest (EoI)

NOTE: The sending of full ToR will commence from 10th April 2026 until the deadline of the submissions to all expressions of interest from prospective consultants and submission of proposals will be on or before 16th April 2026 by 5:00PM, Nigerian time.
