Job Description:
1. Internal Control & Asset Safeguarding
Independent Appraisals: Develop evaluation tools and carry out verifications of the effectiveness of MSH and donor policies across all project financial resources.
Risk Mitigation: Review the reliability of financial reporting and the efficiency of operations to ensure project assets are fully safeguarded.
Advisory & Quality: Monitor operational quality standards and ensure "Value for Money" is achieved in all procurement and programmatic activities.
2. Auditing & Compliance Monitoring
Field Assessments: Plan and perform internal assessments to ensure that financial guidelines from the Global Fund and MSH are strictly implemented across Nigerian offices.
Audit Follow-up: Track and enforce the implementation of recommendations from both internal and external auditors to ensure continuous improvement.
Knowledge Gap Analysis: Identify staff training needs regarding donor policies and provide actionable recommendations to strengthen the team's compliance capacity.
3. Investigations & Ethical Governance
Fraud Investigation: Under the direction of the Senior Compliance Officer, conduct thoroughly documented investigations into whistleblower cases and suspected fraud or mismanagement.
Reporting: Interface directly with the Director of Governance and Entity Management on sensitive cases, ensuring high-level confidentiality and accuracy.
Transparency: Promote MSH’s ethics and values, ensuring integrity and trust remain the foundation of all project operations.
Requirements:
Managing through Systems: Proven ability to analyze complex financial systems and identify control weaknesses.
Investigative Rigor: Experience in conducting documented investigations with a focus on objectivity and evidence.
Regulatory Agility: In-depth knowledge of Nigerian law as it pertains to financial management and NGO operations.

Communication: Professional proficiency in English with excellent written communication skills for high-level reporting.
Adaptability: Ability to maintain team relationships while enforcing strict compliance standards.
Travel & Physical Requirements
Mobility: Availability to travel domestically up to 50% to monitor MSH GF-Malaria Nigeria offices. International travel may be required as needed.
Qualifications and Skills:
Education: Bachelor’s Degree in Accounting, Business Management, or a related area. (An advanced degree is preferred).
Experience: 6+ years of progressive experience in compliance, risk management, or audit.
Sector Expertise: Extensive familiarity with Global Fund and/or US Government (USAID, CDC) grant rules and regulations is mandatory. Experience in international development programs is highly preferred.
Certification: Professional certification in Accounting (ICAN/ACCA), Internal Audit (CIA), or Fraud Examination (CFE) is strongly desired.
